It was then found that the canal was highly contaminated so development was suspended until the contamination problem was resolved. The decontamination project was referred to a federal-provincial environmental assessment plan for public review. The panel addressed the transport of water or sediment from the Lachine Basin or Lake Saint-Louis into the canal, contaminant loadings from waste water and run off into the canal, and the level of contamination of the shorelines and possibility of contaminant migration by ground water. This report informs the panel of the status of activities on the canal decontamination project, including the impact statement and gives a socioeconomic analysis and study of potential use of the canal; characterization of the site; an analysis of external factors such as shoreline contamination and waste water and runoff; the technical documentation on the decontamination technology alternative; and the status in terms of the guidelines.
