First, I will outline the neo-Gramscian approach to International Political Economy with its central concepts of hegemony and counter-hegemony. From a neo-Gramscian perspective, the labor movement is regarded as a counterhegemonic project which tries to change the hegemonic institution WTO to its advantage. I will show that the need for a social clause arose from tensions within the neoliberal order. In the analysis, the focus will be on the thesis that the labor movement itself is too divided and therefore does not represent a uniform strategy which would be necessary for the building of counter-hegemony. More particularly, a deep division runs between North and South. I will set up the thesis that the perception of an antagonism between Northern and Southern interests is further fueled by nationalist populist movements in developed countries, which themselves have their origins the neoliberal mode of production. The Singapore Ministerial Conference of the WTO in 1996 is the background for discussion because the introduction of labor issues rejected then and further attempts to revive the debate have not led to other results yet1. The dominance of neoliberalism and the social forces of capital will be overviewed in short because they benefit from the current absence of labor standards and therefore oppose the counter-hegemonic movement. The results will be summarized in the conclusion chapter.

The principles of his plan were based on the neoliberal economic theory originally developed by Friedrich Hayek and Ludwig Von Mises of the Austrian school of economics. The major principles followed by Reaganomics were as follows: 1) totally free markets, devoid of government intervention are the best way to promote economic growth and personal freedom, 2) the government should refrain from any interference economic matters, 3) taxes should be kept at as low as possible to stimulate economic growth, 4) government regulations should be eliminated except those that ensure contracts, 5) government should not own businesses or property and should privatize those that it does own, and 6) international trade should be promoted by removing all tariffs and quotas. Laws and policies based on neoliberalism were passed from 1981 through 2008 in the US and have had influence on the national economy down to the present. Based on analysis of economic results and political developments during the period this paper argues that Reaganomics and neoliberalism have failed to improve economic growth and the preserve personal freedom above that provided by of the Welfare State which has developed in the US and OECD countries for more than a hundred years. Furthermore the neoliberal agenda is highly correlated with the undesirable unintended consequences of a rapidly rising national debt and balance of trade deficit.

While globalisation has, in part, been driven over the past two decades by the transnational corporations' search for cheap labour in new regions of the South, scholarly research and the mass media have paid remarkably little attention to the consequent changes that are happening in the world of work. This book is the first to deal comprehensively and analytically with labour's response to globalisation. It provides a critical overview of the main challenges facing workers and trade unions worldwide. Its author argues that what may be described as the national period in labour history is decisively over. Now the labour movement is itself acting increasingly in a transnational manner. This holds out the hope of its playing a major role in the social regulation of a global economic system which is largely out of control. The author explains how globalisation is foisting flexibilisation and feminisation on working people, but in the process also making them conscious of their transnational links. The 'old' internationalism of the trade union movement is now showing signs of developing into a 'new' internationalism where workers develop a sense of common interest and new ways of organizing that transcend national boundaries. Drawing his evidence from what is happening to workers and trade unions in a wide range of countries in both the industrialized North and the developing South, Professor Ronaldo Munck suggests that we may be on the brink of a new version of what Karl Polanyi, many years ago, strikingly called 'the great transformation'.
