Book excerpt: Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.

In what terms are we to develop comprehensive migration management strategies that will help us achieve coherence of action? What organizing principles should be adopted? Is there, in conceptual terms, a point of leverage to move the debate forward? Part of the problem lies in the difficulty of coming to a consensus about the fundamental nature of migration and its outcomes. Underlying the current and welcome inclination to acknowledge the potentially beneficial outcomes of migratory phenomena are many questions that are yet to be fully resolved. In the midst of that uncertainty there are suggestions worth exploring that contemporary migration – as opposed to whatever its historical antecedents may have been – is uniquely related to and defined by those processes of economic and social integration collectively known as globalization. The argument is that, whether by design or not, these developments are largely responsible for the creation of an unprecedented context in which human mobility seeks to find expression on a genuinely global scale. The World Migration Report 2008 tackles this issue directly and seeks to identify policy options that might contribute to the development of broad and coherent strategies to better match demand for migrant workers with supply in safe, humane and orderly ways. Part A of the Report explores the nature and magnitude of the need for such strategies through the observation and analysis of a wide range of contemporary migratory patterns linked to economic purposes while Part B discusses the contours of possible policy responses.

We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.

Based on research conducted in different geographical contexts, including the European Union, Turkey, and South Africa, and tackling the experiences and aspirations of migrants from various parts of the globe, the chapters comprised in this volume analyse labour-related mobilities from two distinct yet intertwined vantage points: the role of structures and regimes of mobility on the one hand, and aspirations as well as migrant imaginaries on the other. This book offers an explanation for this phenomenon that is based on close analysis of the contradictory economic and political agendas that create and constrain labour migration. It shows how global capitalism regulates different stages of the process within an interconnected system of economic dispossession, the construction of an illegal status, border control, labour exploitation and processes of underdevelopment. This is summarised as a regime of ‘unfree labour mobility’. Combined with structural and historical approaches, this book is based on ethnographic research. It incorporates those who are left behind, those who decide to stay, migrants who fail and those who are on the move, alongside clustered migrant communities in Senegal, Mauritania and Spain. The book’s panoramic approach shows how West African ‘step-wise’ journeys to Europe by land and sea sees competing territorial and economic policies regulating an unstable and unpredictable trajectory, creating ‘illegal’ labour through dual logics of border security and selective labour mobility. This book demonstrates that the diverse channels through which people migrate in the modern era are mediated by European states and labour markets, which utilise border regimes to control labour and be globally competitive. The themes and patterns that emerge, in their context of inter-generational change, present a challenge to the accepted wisdom about the individual and household dynamics of labour migration. Book excerpt: Diverging from the studies of southern African migrant labor that focus on particular workplaces and points of origin, Bound for Work looks at the multitude of forms and locales of migrant labor that individuals—under more or less coercive circumstances—engaged in over the course of their lives. Tracing Mozambican workers as they moved between different types of labor across Mozambique, Rhodesia, and South Africa, Zachary Kagan Guthrie places the multiple venues of labor in a single historical frame, expanding the regional historiography beyond the long shadow cast by the apartheid state while simultaneously exploring the continuities and fractures between South Africa, southern Africa, and sub-Saharan Africa. Kagan Guthrie’s holistic approach to migrant labor yields several important conclusions. First, he highlights the importance of workers’ choices, explaining not just why people moved but why they moved in the ways they did: how they calculated the benefits of one destination over another, and how they decided when circumstances made it necessary to move again. Second, his attention to mobility gives a much clearer view of the mechanisms of power available to colonial authorities, as well as the limits to their effectiveness. Finally, Kagan Guthrie suggests a new explanation for the divergent trajectories of southern and sub-Saharan Africa in the aftermath of World War II.
