Book excerpt: Through the prism of a Nepali remittance village, this book critically examines poverty and livelihood dynamics remade through transnational labour migration and remittances, and their interrelationships with land, rural labour and agriculture. The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This book is a valuable resource for scholars and students from a range of interdisciplinary backgrounds, including human geography, anthropology of development, and sociology. Book excerpt: What happens when local unions begin to advocate for the rights of temporary migrant workers, asks Michele Ford in her sweeping study of seven Asian countries? Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries—Hong Kong, Malaysia, and Thailand—where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries—Japan and Taiwan, for example—where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.

Based on research conducted in different geographical contexts, including the European Union, Turkey, and South Africa, and tackling the experiences and aspirations of migrants from various parts of the globe, the chapters comprised in this volume analyse labour-related mobilities from two distinct yet intertwined vantage points: the role of structures and regimes of mobility on the one hand, and aspirations as well as migrant imaginaries on the other. Book excerpt: Although much literature on human trafficking focuses on sex trafficking, a great deal of human trafficking results from migrant workers, compelled - by economic deprivation in their home countries - to seek better life opportunities abroad, especially in agriculture, construction and domestic work. Such labour migration is sometimes legal and well managed, but sometimes not so – with migrant workers frequently threatened or coerced into entering debt bondage arrangements and ending up working in forced labour situations producing goods for illicit markets. This book fills a substantial gap in the existing literature given that labour trafficking is a much more subtle form of exploitation than sex trafficking. It discusses how far large multinational corporations are involved, whether intentionally or unintentionally, in human trafficking for the purposes of labour exploitation. They explore how far corporations are driven to seek cheap labour by the need to remain commercially competitive and examine how the problem often lies with corporations’ subcontractors, who are not as well controlled as they might be. The essays in the volume also outline and assess measures being taken by governments and international agencies to eradicate the problem.

At the same time, human rights organizations and migrant rights advocates demand more equal rights for migrant workers. The Price of Rights shows why you cannot always have both. Examining labor immigration policies in over forty countries, as well as policy drivers in major migrant-receiving and migrant-sending states, Martin Ruhs finds that there are trade-offs in the policies of high-income countries between openness to admitting migrant workers and some of the rights granted to migrants after admission. Insisting on greater equality of rights for migrant workers can come at the price of more restrictive admission policies, especially for lower-skilled workers. Ruhs advocates the liberalization of international labor migration through temporary migration programs that protect a universal set of core rights and account for the interests of nation-states by restricting a few specific rights that create net costs for receiving countries. The Price of Rights analyzes how high-income countries restrict the rights of migrant workers as part of their labor immigration policies and discusses the implications for global debates about regulating labor migration and protecting migrants. It comprehensively looks at the tensions between human rights and citizenship rights, the agency and interests of migrants and states, and the determinants and ethics of labor immigration policy.

In particular, it highlights the social transformations in the occupied Palestinian territory where Palestinian labour was permitted to work in Israel from 1968 onwards. Elaborating on the results of the policy which saw a gradual increase in the number of Palestinian workers commuting daily from a negligible proportion of the actively participating labour force, to 35 percent of all employed persons, and 60 percent of all wage paid workers, the book studies this unique case which embodies characteristics from permanent migration situations not only in the de-jure, but also the de-facto sense; insofar as it embeds higher risks and reallocates resources as if it was a permanent relocation scenario. Illustrated with tables and econometric results, the book identifies the determinants and implications of migrant labour from the West Bank using two broad methodologies: the neoclassical and the historical-structural method. Each of these methods is divided into two branches: the classical divided into price determined and a choice-theoretic framework,and the historical-structural divided into dependency and Marxist theory. In order to gain a comprehensive understanding of the situation, all four perspectives are employed in the investigation. In doing so, what emerges is a structure for the book which takes shape along the different lines of migration literature. The book provides new insights into the making of wage labour and labour migration theory.

Book excerpt: The discourse on migration outcomes in the West has largely been dominated by issues of integration, but it is more relevant to view immigration in non-Western societies in relation to practices of exclusion and inclusion. Exclusion refers to a situation in which individuals and groups are usually denied access to the goods, services, activities and resources associated with citizenship. However, this approach has been criticised in relation to gender issues, which are very relevant to the situation of migrants. The authors in this volume address this criticism. Furthermore, when framed within a North–South discourse, it may be potentially ethnocentric to assume that the experience of exclusion is cross-culturally uniform. Indeed, work on migration issues has invariably been conducted within such a discourse. The contributors go beyond this binary discourse of ‘exclusion versus inclusion’ which has dominated migration research. They examine the situation of migrants in the Middle East and Asia as one that encompasses both exclusion and inclusion, addressing related concepts of empowerment, ethnocracy, the feminisation of migration and gendered geographies of power, liberal constraint and multiculturalism, individual agency, migrant-friendly discourses, spaces of emancipation and spaces of insecurity. The book highlights current research in the Arab Gulf states, and examines multiculturalism in Asia more broadly. It will be of particular interest to students and researchers in international labour migration studies in the Middle East and Asia.
