Book excerpt: The forces of industrialisation, urbanisation, globalisation and technological change have washed away the pre-modern outlook of most Latin American economies. Despite the improved opportunities of social mobility offered by economic modernisation, current income inequality levels (still) appear extraordinary high. Has Latin America always been unequal? Did the region fail to settle a longstanding account with its colonial past? Or should we be reluctant to point our finger so far back in time? In a comparative study of asset and income distribution Frankema shows that both the levels, and nature, of income inequality have changed significantly since 1870. Besides the deep historical roots of land and educational inequality, more recent demographic and political-institutional forces are taken on board to understand Latin America s distributive dynamics in the long twentieth century.

Book excerpt: The gender pay gap (GPG) exists in every European country, but it varies considerably, even in EU member states covered by the same legal principles on pay equality. Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Selected on the basis of their contrasting profiles in terms of legal regulation, industrial relations, systems of collective bargaining, coverage of collective agreements, and differing rates of the GPG, the in-depth study provides important insights into the main issues underlying the problem of reducing the gender pay gap which have led to guidelines in the negotiation of arrangements on GPG-related issues. Based on a unique comparative, interdisciplinary and action-oriented esearch project, it will be of great interest to all researchers and advanced students with an interest in women’s representation in the workforce and the gender pay gap, as well as practitioners and policy makers in organisations such as trade unions and employers’ associations.

Book excerpt: This paper explores the macroeconomic impacts of labor and product market deregulation using a small open-economy model with formal and informal markets. We examine both the long-run effects and the transition towards the post-reform equilibrium, while our main focus are reform packages and sequencing. The unofficial sector is a major determinant of the sign, and, in particular, the magnitude of responses. South Africa, an emerging country, is considered when Bayesian estimating the model. Regarding the long run, both labor and product market reforms considerably increase output, although labor market reforms are more successful in decreasing unemployment. Nevertheless, there are short-term costs, for example, a decrease in household consumption, net exports or output, or a decrease in competition. Combining reforms, especially with product market deregulation, are good at reducing short-term costs. Finally, concerning the speed of adjustment, it is usually better to start with a labor market reform.

Book excerpt: This volume is about why ‘work’ changed to become more precarious around the turn of the century. This happened not just in the developed world but also inside sectors that were demarcated as organized and modern within developing countries like India. In these sectors, unlike the greater part of the Indian economy, insecure jobs were uncommon before winds of change made them normal. This shift had occurred before the great global financial crisis of 2008. Between 2005-8 a survey based on over thousand structured interviews with workers in offices, factories, shops and establishments (below the supervisory rank) in Mumbai was undertaken. This is the innovative segment of the book which tries to measure and quantify some of these changes and their associations. It is designed to investigate the central proposition of the ‘Insecurity Hypothesis’ (IH), which is that the economic risk of increased and global competition was being progressively passed on from the employer to the employee. This was happening through shortened job tenure, erratic remuneration, variable work, contingent employment, and institutional changes that remove or reduce protection, bargaining power of employees in the work place everywhere. The corollary is that widespread and unremitting work (and income related) insecurity is an expedient competitive strategy but a damaging socio-economic phenomenon.
