This has long been an issue of concern for Indigenous people and their allies and is now drawing the attention of government, business leaders, and others who know that this fast-growing population is a critical source of future labour. Shauna MacKinnon’s Decolonizing Employment: Aboriginal Inclusion in Canada’s Labour Market is a case study with lessons applicable to communities throughout North America. Her examination of Aboriginal labour market participation outlines the deeply damaging, intergenerational effects of colonial policies and describes how a neoliberal political economy serves to further exclude Indigenous North Americans. MacKinnon’s work demonstrates that a fundamental shift in policy is required. Long-term financial support for comprehensive, holistic education and training programs that integrate cultural reclamation and small supportive learning environments is needed if we are to improve social and economic outcomes and support the spiritual and emotional healing that Aboriginal learners tell us is of primary importance.

In 2016, there were over 1.6 million Indigenous People in Canada, accounting for 4.9% of the total population, which is a significant increase from 3.8% in 2006. The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

Book excerpt: A straightforward and simple index of the unemployment of Aboriginals compared to the population as a whole was created by dividing the rate of Aboriginal unemployment into the rate of unemployment among the general population. [...] While the unemployment rate for Aboriginal people was double that for the whole population in the East, the Aboriginal jobless rate in the West was about three times that for the population, and even worse on the Prairies. [...] Table 6 shows the difference between the East and the Prairies, and the East and the West, in unemployment among Aboriginal people compared to the general population. [...] While the labour market for Aboriginal people is different in the East than the West, compared to the general population, in absolute terms the participation rate in the West has improved to the extent that by 1996 it was almost the same as that in the East for Aboriginal people. Book excerpt: This paper studies the impact of active labour market programs for institutionally distinct Indigenous populations in Canada using administrative data on the universe of participants in the Aboriginal Skills and Employment Training Strategy (ASETS). Within Indigenous population groups, we compare labour market outcomes among individuals who participated in high- relative to low-intensity programs, where high-intensity programs were longer in duration. For Metis and non-Status First Nations groups, we find a large impact of high-intensity participation on earnings two years post-ASETS. The post-program earnings of Status First Nations individuals who participated in high-intensity programs were not statistically different from those in low-intensity programs. We argue that these differences are due to the unique institutional environments affecting different Indigenous populations.

Book excerpt: This report presents the findings of an initial assessment of the utilization & effectiveness of employment, job access, and training programs among Aboriginal women in Quebec. The study's first sample focusses on Aboriginal women living in Montreal, and the second focusses on women from three Aboriginal communities in the regions. After an introduction on research methodology and informant characteristics, chapter 1 begins with a sketch of the Quebec Aboriginal population and an overview of the state of employment & education among Aboriginal women. It continues with a profile of employability program clientele by such characteristics as age, origin, level of education. Chapter 2 covers program utilization & effectiveness, based on socio-demographic data gathered during interviews and from statements of informants. Views of resource persons on programs and their utilization & effectiveness are analyzed. Programs specifically tailored to Aboriginal clients are also assessed with regard to such matters as eligibility and training content. The conclusion summarizes the major thrusts of the study and ends with a series of recommendations. Appendices include tables summarizing the information on the programs discussed throughout the report.
