Book excerpt: This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

Welfens Because inflation seems moribund in OECD countries, stubborn unemployment became the top policy priority of the 1990s. Unemployment has increased in many countries, reaching critical levels for unskilled and young workers in most continental EU countries. Europe's employment performance has continued to lag that in North America. The U. S. in particular achieved a remarkable combination of low inflation and full employment in the late 1990s, at a time when the EU suf fered from record unemployment rates, even if inflation was remarkably low. Since the 1980s, the consensus view among economists is that structural unem ployment plays a much more important role than cyc1ical unemployment in Europe, but that labour costs (wage costs plus nonwage costs) are also part of Europe's labour market problem. Most EU countries rely on a pay-as-you-go pub lic pension system. Contribution rates gradually increased in the 1980s and 1990s, when the share of young workers in overall employment was dec1ining and life expectancy increasing. Rising nonwage costs from the pension system are but one important feature of labour markets in Europe. Given the remarkable dynamics of labour markets, new entry into the labour force, labour turnover, and changes in employment characteristics, one has to also search for other factors behind sus tained unemployment. These systems were mainly designed and institutionalized in predominantly industrial economies, characterized by relatively standardized employment relationships and stable career patterns, as well as plentiful employment opportunities even for those with low skills. Over the past two to three decades they have faced the challenge of an accelerating shift to a primarily service-based economy, accompanied by demands for greater flexibility in wages and terms and conditions in low-skill segments of the labour market as well as pressures to maximise labour force participation given the more limited potential for productivity-led growth. The book develops an original framework for analysing adaptive reform in unemployment protection along three discrete dimensions of institutional change, which are termed benefit homogenization, risk re-categorization, and activation. This framework is then used to structure analysis of twenty years of unemployment protection reform in twelve European countries. In addition to mapping reforms along these dimensions, the country studies analyse the political and institutional factors that have shaped national patterns of adaptation. Complementary comparative analyses explore the effects of benefit reforms on the operation of the labour market, assess evolving patterns of working-age benefit dependency, and examine the changing role of active labour market policies in the regulation of the risk of unemployment.

This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.
