Using a panel of 97 countries from 1985 to 2008, the results of the paper suggest that improvements in labor market flexibility have a statistically and significant negative impact on unemployment outcomes (over unemployment, youth unemployment and long-term unemployment). Among the different labor market flexibility indicators analyzed, hiring and firing regulations and hiring costs are found to have the strongest effect.

Until recently, labor market analysis was mainly based on stock data, which is a suitable data source for structural and aggregate phenomena but does not allow for the analysis of processes that are behind the net changes identified by stock data. To identify the dynamic elements in the labor market, information on flows is needed. In recent years flow data have become available, indicating that an enormous amount of that labor market mobility is occurring every month. The use of flow data to analyze questions of the mismatch in the labor market and the underlying labor market dynamics has been suggested recently by scholars. The analysis presented in this study of the labor market in the U.S. and Germany uses these data to link dynamic concepts of labor market adjustment to flow data. This study will be of interest to scholars in labor economics and industrial organization.

The conference was meant to present a survey of the recent developments within labor market theory where unemployment at a given time is seen as a result of flows of in dividuals between the various labor market states. Consequently, al most all papers deal with aspects of transitions on the labor market. The first paper by Andersen discusses from a statisticians point of view how it is possible to analyze longitudinal data on labor market dynamics using statistical models for multivariate counting processes. Models including general calendar time specific intensities and models specifying the distribution of spell lengths as well as their combina tions are included. Finally it is demonstrated how the effect of exo genous, endogenous, and other time dependent variables can be model led. This paper does also contain an example of the application of the model.

Following Keynes' attack on the postulates of the classics in The General Theory a number of labour market paradigms have been proposed including the Phillips curve, new classical and union bargaining models. These paradigms usually form the centrepiece of any good text on macroeconomic theory. Our purpose in this volume is not to restate these paradigms but to explore the extent to which they might be empirically modelled. To this end the volume includes a set of econometric models of the UK labour market where each contribution relates very closely to one of the principal paradigms. The purpose of this collection is threefold. First and foremost we wanted to present an integrated set of case studies in applied econometrics with reference to labour market modelling. In doing so we hope the volume will appeal to third year undergraduates and postgraduate students studying applied econometrics and labour economics. Secondly, the contributions have been carefully selected to illustrate the main paradigms since each contribution is intellectually self contained. It is arguable that this may be disadvantageous as far as the truth is concerned if eclecticism is preferable. On the other hand it has pedagogic advantages in drawing sharp distinctions between the various approaches.

As the job market has grown more volatile, a variety of labor market intermediaries—organizations that help job seekers find employment—have sprung up, from private temporary agencies to government "One-Stop Career Centers." In Staircases or Treadmills? Chris Benner, Laura Leete, and Manuel Pastor investigate what approaches are most effective in helping workers to secure jobs with decent wages and benefits, and they provide specific policy recommendations for how job-matching organizations can better serve disadvantaged workers. Staircases or Treadmills? is the first comprehensive study documenting the prevalence of all types of labor market intermediaries and investigating how these intermediaries affect workers' employment opportunities. Benner, Leete, and Pastor draw on years of research in two distinct regional labor markets—"old economy" Milwaukee and "new economy" Silicon Valley—including a first-of-its-kind random survey of the prevalence and impacts of intermediaries, and a wide range of interviews with intermediary agencies' staff and clients. One of the main obstacles that disadvantaged workers face is that social networks of families and friends are less effective in connecting job-seekers to stable, quality employment. Intermediaries often serve as a substitute method for finding a job. Which substitute is chosen, however, matters: The authors find that the most effective organizations—including many unions, community colleges, and local non-profits—actively foster contacts between workers and employers, tend to make long-term investments in training for career development, and seek to transform as well as satisfy market demands. But without effective social networks to help workers locate the best intermediaries, most rely on private temporary agencies and other organizations that offer fewer services and, statistical analysis shows, often channel their participants into jobs with low wages and few benefits. Staircases or Treadmills? suggests that, to become more effective, intermediary organizations of all types need to focus more on training workers, teaching networking skills, and fostering contact between workers and employers in the same industries. A generation ago, rising living standards were broadly distributed and coupled with relatively secure employment.
