The report seeks to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration and to achieving SDG targets 8.8 and 10.7

Book excerpt: This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Pritchett analyzes the fifth irresistible force of "ghosts and zombies," or the rapid and massive shifts in desired populations of countries, and says that this aspect has been neglected in the discussion of global labor mobility. Let Their People Come provides six policy recommendations for unskilled immigration policy that seek to reconcile the irresistible force of migration with the immovable ideas in rich countries that keep this force in check. Other social scientists seem to see little reason to look beyond the paradigm they are developing in the present times. Historians on the other hand, tend to depend on the cumulative process of the development of their craft and the fund of accumulated knowledge. Yet, while this is acknowledged in the practice of research, Historiography in itself as a subject of study has rarely found its place in the syllabi of Indian universities. Knowledge of Historiography is taken for granted when a scholar plunges into research. In an attempt to address this lacuna, the Indian Council of Historical Research (ICHR) has planned a series of volumes on Historiography comprising articles by subject specialists commissioned by the ICHR. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. Pressures for international harmonization of labor standards arise in the context of increased trade between countries with large disparities in wages, and also reflect the history of labor standards. A critical distinction is made between standards related to fundamental human rights and those related to employment conditions. The main conclusion is that trade sanctions to enforce labor standards should not be an option, but that international agreements on core labor standards, with voluntary compliance, may, apart from being worthwhile on ethical grounds, defuse calls for protection.
