Before concentrating on the Indian context, it examines the participation rates of various countries in the Asia-Pacific region. Not unexpectedly, the study shows that the rate is significantly lower for females than for males in this region. The rural–urban differentials are more pronounced and the inter-state variations are more sizable among females than males. Even in large cities, the female labour market participation is lower than that in the rural areas despite higher levels of education. However, in terms of inter-spatial (rural/urban/city) variations, the impact of infrastructure, education, health and urbanization on the labour force participation of both genders is quite distinct. On the whole, the study reinforces the stance that women’s participation in productive activities has a doubly positive impact; it not only raises the household income, but also contributes to the wellbeing of the household. These findings are important from a policy perspective, as different infrastructure variables are confirmed to improve both participation and labour productivity. As such, the book offers a valuable resource not only for researchers, but also for NGOs and policymakers.

Book excerpt: By one reading, things look pretty good for Americans today: the country is richer than ever before and the unemployment rate is down by half since the Great Recession—lower today, in fact, than for most of the postwar era. But a closer look shows that something is going seriously wrong. This is the collapse of work—most especially among America’s men. Nicholas Eberstadt, a political economist who holds the Henry Wendt Chair in Political Economy at the American Enterprise Institute, shows that while “unemployment” has gone down, America’s work rate is also lower today than a generation ago—and that the work rate for US men has been spiraling downward for half a century. Astonishingly, the work rate for American males aged twenty-five to fifty-four—or “men of prime working age”—was actually slightly lower in 2015 than it had been in 1940: before the War, and at the tail end of the Great Depression. Today, nearly one in six prime working age men has no paid work at all—and nearly one in eight is out of the labor force entirely, neither working nor even looking for work. This new normal of “men without work,” argues Eberstadt, is “America’s invisible crisis.” So who are these men? How did they get there? What are they doing with their time? And what are the implications of this exit from work for American society? The sources of this decline have been widely debated among academics and policymakers, with some arguing that the participation rate is depressed due to weak labor demand while others argue that the decline was inevitable due to structural forces such as the aging of the population. In this paper, we use a variety of approaches to assess reasons for the decline in participation. Although these approaches yield somewhat different estimates of the extent to which the recent decline in participation reflects cyclical weakness rather than structural factors, our overall assessment is that much - but not all - of the decline in the labor force participation rate since 2007 is structural in nature. As a result, while we see some of the current low level of the participation rate as indicative of labor market slack, we do not expect the participation rate to show a substantial increase from current levels as labor market conditions continue to improve.

Available in PDF, EPUB and Kindle. Book excerpt: Gains in labor force participation rates in Chile have slowed in recent years. We examine their determinants using a cohort-model analysis. Allowing for both age- and cohort-specific effects in the context of a seemingly unrelated regression equations (SURE) approach, we find that age factors play an important role in determining participation decisions, especially for males. For females, we find that strong positive time trends dominate the downward pressure from demographics, although those trends have recently dissipated. In addition, we find that both cohort effects and the business cycle shape participation decisions. Using our cohort-based analysis, we construct projections of participation rates, which suggest population aging will put downward pressure on labor inputs, and thus potential output, in coming years. Further increases in female labor force participation—supported by policies— could more than offset the downward pressure from demographics.
