Trade unions which fix rates Of wages usually establish one rate as a standard minimum for all of their members engaged in a specific occupation, such a rate being ordinarily applied to the work upon which the member is engaged rather than to the member as an individual. Members are allowed, how ever, to receive more than the minimum rate, such excess over the mini mum being usually determined by individual negotiation, but any member who works for less than the minimum rate is in most instances liable to punishment for violation of union rules. Book excerpt: The Irish Citizen Army (ICA) was born from the Dublin Lockout of 1913, when industrialist William Martin Murphy ‘locked out’ workers who refused to resign from the Irish Transport and General Workers’ Union, sparking one of the most dramatic industrial disputes in Irish history. Faced with threats of police brutality in response to the strike, James Connolly, James Larkin and Jack White established the ICA in the winter of 1913. By the end of March 1914, the ICA espoused republican ideology and that the ownership of Ireland was ‘vested of right in the people of Ireland’. The ICA was in the process of being totally transformed, going on to provide significant support to the IRA during the 1916 Rising. Despite Connolly’s execution and the internment of many ICA members, the ICA reorganised in 1917, subsequently developing networks for arms importation and ‘intelligence’, and later providing operative support for the War of Independence in Dublin. Book excerpt: In this full-length study of the 1913 Paterson silk strike, Steve Golin examines the creative collaboration between the silk workers, organizers from the Industrial Workers of the World, and Greenwich Village intellectuals. Although the strike was defeated, this alliance could become a model for the American left because it suggests the possibilities of connecting economic, political, and cultural struggles.Combining perspectives from labor history, social history, and intellectual history Golin argues that while the silk workers began the 1913 strike and controlled it themselves, the IWW helped them create institutions that supported the strike and reinforced its radically democratic character. The deadlock in Paterson dictated the need for a "bridge" to New York that was facilitated by a growing mutual trust between the Wobblies and intellectuals from Greenwich Village. At the height of the struggle, the IWW and the Village radicals joined the workers in presenting a powerful strike pageant in Madison Square Garden.The story of the 1913 silk strike is important because it challenges long-held conservative assumptions about labor history, including the elitist role of skilled workers, the bureaucratic function of union organization, and the irrelevance of intellectuals. Although the strikers were ultimately defeated, the strike's failure had more damaging consequences for the IWW and the intellectuals than for the workers themselves and Golin views this loss as a major turning point for the American left.
