Book excerpt: "The objective of this paper is to present microeconomic evidence on the economic effects of international remittances on households' spending decisions. Remittances can increase the household budget and reduce liquidity constraint problems, allowing more consumption and investment. In particular, remittances can afford investing in children's human capital, a key outcome for the discussion of the perspective of growth in a high recipient developing country. Robust estimates that take into account both selection and endogeneity problems in estimating an average impact of remittances are substantially different from least squares (OLS) estimates presented in previous studies, indicating the importance of dealing with these methodological concerns. After controlling for household wealth and using selection correction techniques such as propensity score matching as well as village and household networks as instruments for remittances receipts, average estimates suggest that girls and young boys (less than 14 years old) from recipient households seem to be more likely to be enrolled at school than those from nonrecipient households. Remittances are also negatively related to child labor and adult female labor supply, while adult male labor force participation remains unaffected on average. The results signaling that the additional income derived from migration increases girls' education and reduces women's labor supply, with no major impact on activity choice for males 14 years or older, suggest the presence of gender differences in the use of remittances across (and possibly, within) households. Book excerpt: Abstract: A puzzle in the recently stagnated economy of Jamaica is that high rates of unemployment have persisted even when real wages have been increasing. This paper examines aspects of the labor supply in an effort to understand why high rates of unemployment have existed with increasing real wages. This is a sign of a badly functioning labor market. The cross-sectional analysis suggests that remittances have some impact on labor supply, especially on labor market participation. The pseudo panel data analysis also confirms that remittances have a strong impact on labor participation but not on weekly working hours. Households with remittance income have a higher reservation wage and have reduced the supply of labor by moving out of the labor force.

Bangladesh has experienced remarkable economic growth rates over the last decade. The country has recently been upgraded from a low-income country (LIC) to a lower-middle-income country (LMIC) as per the World Bank’s classification system. By 2024, the country also aspires to graduate from the United Nation’s list of least developed countries (LDC). The 7th five-year plan sets an ambitious target of 8 percent growth in GDP by 2020. There are also steep development targets to be achieved under the Sustainable Development Goals (SDGs) by 2030. All these will require an enormous leap forward from the current level of economic growth rate and sustaining it in the future. The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.

We use the 2004-2005 Human Development Profile of India survey to examine correlations between the receipt of remittances from internal migrants and human capital investment in rural areas. We employ a propensity score-matching approach to account for the selectivity of households into receiving remittances. We interpret the results conservatively due to the cross-sectional nature of the data. We find a positive correlation between remittances received from internal migrants and the schooling attendance of teens. The magnitude of the correlation is greater when focusing on low-caste households, and male schooling attendance in particular becomes more positive and statistically significant. Our findings provide a basis for establishing future research in the areas of migration and social protection in India."--Authors' abstract.

Book excerpt: The East Asia and Pacific (EAP) region has an international emigrant population of more than 21 million people who remitted US$112 billion to their home countries in 2013. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. An aging population in many East Asian countries will create significant labor shortages, leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia, with important implications for reducing poverty and supporting sustainable economic development in the region. In this context, International Migration and Development in East Asia and the Pacific analyzes the impact of migration on development of the EAP region and examines how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration. This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.

Book excerpt: This publication presents a comprehensive discussion on the impact of the global financial crisis (2008–2009) on certain Asian economies at different levels of analysis---showcasing cross-country regression, computable general equilibrium modeling, and microeconometric modeling for Bangladesh, Indonesia, Pakistan, the Philippines, and Viet Nam. Using different measures of remittances, cross-country regression analyses suggest that a 10% increase in remittances leads to a 3%–4% rise in real gross domestic product per capita. At the same time, the analyses show that remittances exert a negative impact on aggregate poverty. Moreover, these money transfers from abroad exert important impacts on the macroeconomy that include improving external current accounts, alleviating debt burdens, appreciation of domestic currencies, and moderating inflation.

On the analytical side, the paper discusses the proper formulation of a research question, the choice of the analytical tools, as well as the interpretation of the results in the presence of pervasive endogeneity in all decisions surrounding migration. Particular attention is given to the use of instrumental variables in migration research. On the policy side, the paper argues that the private nature of migration and remittances implies a need to carefully spell out the rationale for interventions. It also notices the lack of good migration data and proper evaluations of migration-related government policies. The paper focuses mainly on microeconomic evidence about international migration, but much of the discussion extends to other settings as well.

Book excerpt: International migration for temporary employment is key to South Asia’s development path, in terms of both jobs and remittance flows. Overseas markets are a critical source of employment for South Asian economies that may not be able to absorb workers sufficiently or quickly enough into the domestic labor market. Migrant workers typically experience wage gains of at least three times their earnings back home, in addition to acquiring new skills and accumulating savings that can be used to start up entrepreneurial activities upon returning home. Remittances sent by migrants while abroad also boost household consumption and support macroeconomic stability in countries of origin. However, multiple challenges exist that prevent migration from achieving its full development potential. These challenges include high monetary costs, information gaps on employment opportunities in destination countries, a lack of protection while abroad, and high concentrations of migrants in few sectors and destinations. These often prevent the poorest from migrating overseas and may place those who actually migrate in situations of considerable vulnerability. Building on rigorous analytics, this book highlights policy actions that can be taken at all stages of the migration life cycle, including after return, to minimize the risks and maximize the benefits of migration for migrants themselves, their families, and the home economy. The book provides policy options to address information gaps on employment opportunities overseas at the departure stage, to prepare migrants adequately for their experience overseas, to diversify destinations and occupations abroad, and to maximize the benefits of return migration.
