The primary goal of the BLS method is (a) the generation of reliable seasonal factors, (b) the control, within acceptable limits, of changes in the factors when a series is updated and new factors are recalculated. Since 1960, the BLS method has been the official method for seasonally adjusting labor force, employment, and price series. More than 2,100 series have been processed by BLS for its own use or for use by other government agencies. The Bureau's continued activities in this area have resulted in changes and improvements in the method and in its computer applications. This paper describes these changes and also presents some of the research activities carried out by the Bureau in the general area of seasonal factor methodology.

Household laborers and washerwomen were constrained by their employers' domestic worlds but constructed their own world of work, play, negotiation, resistance, and community organization. Hunter follows African-American working women from their newfound optimism and hope at the end of the Civil War to their struggles as free domestic laborers in the homes of their former masters. We witness their drive as they build neighborhoods and networks and their energy as they enjoy leisure hours in dance halls and clubs. Robert Shimer shows analytically and quantitatively that rigid wages are important for explaining the volatile behavior of the unemployment rate in business cycles. The book focuses on the labor wedge that arises when the marginal rate of substitution between consumption and leisure does not equal the marginal product of labor. According to competitive models of the labor market, the labor wedge should be constant and equal to the labor income tax rate. But in U.S. data, the wedge is strongly countercyclical, making it seem as if recessions are periods when workers are dissuaded from working and firms are dissuaded from hiring because of an increase in the labor income tax rate. When job searches are time consuming and wages are flexible, search frictions--the cost of a job search--act like labor adjustment costs, further exacerbating inconsistencies between the competitive model and data. The book shows that wage rigidities can reconcile the search model with the data, providing a quantitatively more accurate depiction of labor markets, consumption, and investment dynamics.
