Portugal had a milder impact on its labor market than previous recessions, with smaller employment declines and less unemployment. However, labor force participation sharply dropped, especially among low-skilled and young workers. Contact-intensive and non-digital jobs and young and low-skilled workers were disproportionately affected. Conversely, digital employment in Portugal grew while non-digital employment decreased. Regression analysis for Europe and the US suggests a temporary rise in digital employment during the pandemic. Policy emphasis on digitalization investments and skills development is crucial for a resilient labor market in Portugal, considering future shocks.

The project was implemented by the OECD with the support of the European Commission with the aim of helping policy makers and higher education institutions enhance the employment outcomes of graduates by better aligning higher education provision with labour markets skill demands. Portugal has a high the concentration of students in short-cycle programmes in Information and Communications Technology (ICT) and engineering. These programmes have the potential to increase student enrolment in bachelor and postgraduate fields of study that are connected with the digital and technological transition of the economy, and so far have seen low enrolment. The success of short-cycle programmes as pathways to further study will require a combined approach of improved study guidance and student support. The country note reviews the system context, highlights challenges faced by higher education institutions and, lessons learned from current practice, and presents policy options.

Available in PDF, EPUB and Kindle. Book excerpt: Using Portugal's extensive matched employer-employee data set, this paper documents an unusual feature of the Portuguese economy. For decades, the entire Portuguese firm size distribution has been shifting to the left. We argue in this paper that Portugal's shrinking firms are linked to the country's anemic growth and low productivity. We show that the shift in the Portuguese firm size distribution is not reflected in other advanced industrial economies for which we have been able to obtain comparable data. Careful attempts to account for expanding data coverage, a structural shift from manufacturing to services, and aggressive efforts to "demonopolize" the Portuguese economy leave about half of this shift unexplained by these factors. So, what does explain the shift? We argue that Portugal's uniquely strong protections for regular workers have played an important role. Drawing upon an emerging literature that that attributes much of the productivity gap between advanced nations and developing nations to the misallocation of resources across firms in developing countries, we develop a theoretical model that shows how Portugal's labor market institutions could prevent more productive firms from reaching their optimal size, thereby constraining GDP per capita. Calibration exercises based on this model quantify the degree of labor market distortion consistent with recent shifts in the Portuguese firm size distribution. These calibration exercises suggest quite substantial growth effects could arise if the distortions were lessened or abolished altogether.

Total credit to the nonfinancial private sector continued to decline in 2018. Nevertheless, over the last 4 years the Portuguese banking system has been strengthening its balance sheet and its performance.
