Book excerpt: This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

But far from polarizing workers, NAFTA unexpectedly helped stimulate labor transnationalism among key North American unions and erode union policies and discourses rooted in racism. The emergence of labor transnationalism in North America presents compelling political and sociological puzzles: how did NAFTA, the concrete manifestation of globalization processes in North America, help deepen labor solidarity on the continent? In addition to making the provocative argument that global governance institutions can play a pivotal role in the development of transnational social movements, this book suggests that globalization need not undermine labor movements: collectively, unions can help shape how the rules governing the global economy are made.

The book also discusses some of the analytical and political problems of migration and labour market discourses and practices, particularly in relation to developments around new forms of exclusion, securitization and ethnicization of migrant work. Book excerpt: As our world becomes increasingly interconnected through economic integration, technology, communication, and political transformation, the sphere of the family is a fundamental arena where globalizing processes become realized. For most individuals, family in whatever configuration, still remains the primary arrangement that meets certain social, emotional, and economic needs. It is within families that decisions about work, care, movement, and identity are negotiated, contested, and resolved. Globalization has profound implications for how families assess the choices and challenges that accompany this process. Families are integrated into the global economy through formal and informal work, through production and consumption, and through their relationship with nation-states. Moreover, ever growing communication and information technologies allow families and individuals to have access to others in an unprecedented manner. These relationships are accompanied by new conceptualizations of appropriate lifestyles, identities, and ideologies even among those who may never be able to access them. Despite a general acknowledgement of the complexities and social significance inherent in globalization, most analyses remain top-down, focused on the global economy, corporate strategies, and political streams. This limited perspective on globalization has had profound implications for understanding social life. The impact of globalization on gender ideologies, work-family relationships, conceptualizations of children, youth, and the elderly have been virtually absent in mainstream approaches, creating false impressions that dichotomize globalization as a separate process from the social order. Moreover, most approaches to globalization and social phenomena emphasize the Western experience. These inaccurate assumptions have profound implications for families, and for the globalization process itself. In order to create and implement programs and policies that can harness globalization for the good of mankind, and that could reverse some of the deleterious effects that have affected the world’s most vulnerable populations, we need to make the interplay between globalization and families a primary focus.

Book excerpt: Immigrant men who remain single or maintain their wives and children in Senegal or Gambia show greater transnational activities than those who have their families in Spain. As children become independent, transnational activities increase as immigrants make plans to retire in Senegal or Gambia. Variations in the transnational practices of Senegambian men and women are largely an outcome of their different rates of participation in the labor market. Differences between the economic integration of Senegambian men and women are consequences of the gender composition of migration to Spain, the family reunification policy of Spain, and the lack of opportunities for Senegambian women in the labor market. The case of Senegambian immigrants in Spain illustrates the need to reassess the relationship between transnationalism and integration in host countries.

Book excerpt: In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.
