Jorge Parodi uses a case study of Metal Empresa, a large factory in Lima, to trace the surge and decline of the labor movement in Peru--and in Latin America more generally--through the successes and frustrations of the members of a once-powerful union as they coped with the nation's deteriorating economic situation. By the early 1970s, Metal Empresa was the site of one of the most radical and aggressive unions in Peruvian industry. But as the decade drew to a close, political and economic crises soured the environment for trade unionism and rendered unions less able to produce palpable benefits for their members. Through in-depth, often poignant interviews, including an extensive oral history of one of the workers, Jesus Zuniga, Parodi shows how workers desperate to support themselves and their families were increasingly forced to seek opportunities outside the industrial sector. In the process, he shows, they began to question their very identities as workers.

Book excerpt: As in most of the rest of Latin America, Peruvian economic strategy has gone in something of a circle, from long-established orientation toward an open economy with minimal state intervention to a period of state-led development, then back again to what looks like the starting point. In the 1960s, the Peruvian people had their first real chance to make a democratic choice between continuation of the country's open-economy orientation or change, & they chose change. Using this as his starting point, Sheahan explains how their choice was not provoked by any economic crisis but by other major influences. The majority of Peruvians, he shows, were seeking objectives more fundamental than economic growth. They were, with conflicting visions but with many good reasons, "searching for a better society." While positive accomplishments have been important, enough went wrong to lead Peru back to a more market-determined economic system in 1990. Sheahan addresses the consequences of this return to the earlier economic strategy & what might be done to shape the process of development-in Peru & in Latin America more generally-toward less unfair societies. Searching for a Better Society is different from the great majority of economic studies of developing countries in its emphasis on the basic role of social dissatisfaction with the country's traditional liberal economic system & on the complexity of social goals involved in evaluation of the choice & consequences of economic policies.

Book excerpt: Jane Collins explores a phenomenon of growing importance in developing nations--the labor scarcity that emerges as farmers in Latin America and elsewhere are forced by economic necessity to seek seasonal work away from their home communities. Such labor scarcity often results in "unseasonal" ecological damage and the deterioration of social relations. Professor Collins focuses on a particular instance in which migration has created labor scarcity: the seasonal journeys of Aymara-speaking highland peasants to east Andean valleys, where they grow coffee. Contrary to the conventional wisdom that labor is an abundant resource in developing countries, the Aymara's situation illustrates a problem common throughout the Third World. Although it was presumed in the 1940s and 1950s that the Aymara would permanently colonize the valley region, they have not done so. This book demonstrates that the unfavorable price for which they must sell their coffee forces them to maintain highland food crop production. Their poor position in the coffee market thus blocks their permanent migration and their ability to make more intensive capital or labor investments in coffee growing. The author argues convincingly that the rural labor scarcity produced by their migrations generates ecological decline in the lowlands and intracommunity conflicts and declining networks of production in the highlands.
