Then, laws were passed to control the laborer, now, it is proposed to procure enactments to control the employer. As Professor Thorold Rogers points out, the Act of Elizabeth and the regulations of Quarter Sessions which prescribed twelve hours work a day all the year round only provoked evasion and resistance on the part of employer and employed. The natural tendency to-day is in the direction of shorter hours of labor. Where laws for limiting hours of labor have recently been resorted to, they have achieved very little. This is illustrated by recent Transatlantic experience, and is shown by the introductory remarks on the hours of labor in Vol. XX. Of the tenth Census of the United States of America. On the contrary, organisation has already had considerable effect in diminishing the number of hours worked per day.
