Book excerpt: The formation of human capital--the knowledge, skills, and health that people accumulate over their lifetimes--is critical for the six Gulf Cooperation Council (GCC) countries. Human capital contributes not only to human development and employment but also to the long-term sustainability of a diversified economic growth model that is knowledge based and private sector driven. This approach is critical, given that income from oil and gas will eventually decline and that the nature of work is evolving in response to rapid technological changes, in turn demanding new skill sets. The GCC governments have demonstrated their strong political will for this shift: four of them are among the first countries to join the World Bank’s Human Capital Project—a global effort to improve investments in people as measured by the Human Capital Index. The GCC countries face four main challenges: • Low levels of basic proficiency among schoolchildren • A mismatch between education and the labor market • A relatively high rate of adult mortality and morbidity • A unique labor market , in which wages in the public sector are more generous than in the private sector and government employment of nationals is virtually guaranteed To address these challenges, this report outlines four strategies in a“whole-of-government†? approach: • Investing in high-quality early childhood development • Preparing healthier, better educated, and skilled youth for the future • Enabling greater adult labor force participation • Creating an enabling environment for human capital formation These strategies are based on best practices in other countries and feature some of the GCC countries’ plans, including their national “Visions,†? to take their economies and societies further into the twenty-first century. With the COVID-19 pandemic, the GCC countries face additional challenges that may worsen some preexisting vulnerabilities and erode human capital. In response, the GCC governments have taken multiple measures to protect their populations’ health and their economies. Any country’s decision to reopen its economy needs to closely consider public health consequences to avoid a resurgence of infections and any further erosion of its human capital. The COVID-19 crisis underscores that the need to accelerate and improve investment in human capital has never been greater. Once the GCC countries return to a “new normal,†? they will be in a position to achieve diversified and sustainable growth by adopting, and then tailoring, the strategies presented in this report.

Book excerpt: Increasing university education in the workforce in the Middle East and North Africa may incentivize firms to invest more in their employees and improve the workforce by retraining and updating skills. Investment in human capital through company-specific employee training can be rewarding for firms and their workers. By providing their employees with necessary skills, companies can improve their performance, increase innovation and raise their level of competitiveness. Through retraining, businesses can update their workers' skills in the fast changing world of digitisation and automation, especially in the context of an ageing workforce in advanced economies. However, data from the Enterprise Surveys across 35 economies in Europe and Central Asia and the Middle East and North Africa (MENA) region show that investment in formal training across companies has been low. On average, only 39% of medium and large firms provide formal training in these regions. For Egypt, Jordan, Lebanon, Morocco, Tunisia and the West Bank and Gaza the figure is lower, with 29 % of percent formal medium and large businesses providing formal training. The proportion of university-educated workers is positively correlated with formal training in both regions, but the finding is more robust for the Middle East and North Africa. Increasing university education in the workforce in the MENA region may incentivize firms to invest more in their employees and improve the workforce by retraining and updating skills. The Enterprise Surveys, conducted by the EIB, EBRD and the World Bank, provide insight into what lies beneath the region's relatively slow growth. This is the eighth of nine working papers supporting the full report: Unlocking sustainable growth in the Middle East and North Africa private sector.

Book excerpt: A decade since the spark of the Arab Spring, the Middle East and North Africa (MENA) region continues to suffer from limited creation of more and better jobs. Youth face idleness and unemployment. For those who find jobs, informality awaits. Few women attempt to enter the world of work at all. Meanwhile, the available jobs are not those of the future. These labor market outcomes are being worsened by the coronavirus (COVID-19) pandemic. 'Jobs Undone: Reshaping the Role of Governments toward Markets and Workers in the Middle East and North Africa' explores ways to break these impasses, drawing on original research, survey data, wide-ranging literature, and young entrepreneurial voices from the region. The report finds that a prominent reason behind MENA's unmet jobs challenge is a lack of market contestability in the formal private sector. Few firms in the region enter the market, few grow, and those that exit are not necessarily less productive. Moreover, firms in the region invest little in physical capital, human capital, or research and development, and they tend to be politically connected. At the macro level, economic growth has been mediocre, labor productivity is not being driven by structural change, and the growth of the stock of capital per capita has declined. New evidence generated for this report shows that the lack of dynamism is due to the prevalence of state-owned enterprises (SOEs). They operate in sectors where there is little economic rationale for public activity and they enjoy favorable treatment--flouting the principles of competitive neutrality. Meanwhile, labor regulations add to market rigidity, while gendered laws restrict women's potential. To change this reality, the state must reshape its relationship toward markets, toward workers, and toward women. The region must create a level playing field between SOEs and the private sector, replace labor rigidities with appropriate social protection and labor market programs, and remove barriers to women's economic participation. Governments can also foster new sectors and occupations, gradually propelling market contestability and job creation. All reforms will have to rely on improved data capacity and transparency to create a new social contract between governments and the people of the region.
