Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

It traverses ten countries in Africa, Burundi, the Democratic Republic of Congo (DRC), Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Tanzania, and Uganda, with South Sudan as the eleventh riparian state once it acquires its sovereignty. Of the more than 300 million inhabitants in the ten riparian states, the Nile River Basin is home to nearly 160 million people. The interlocking controversies surrounding the utilisation of the waters of the Nile River and the resources therein have centered on the 1929 Anglo-Egyptian and the 1959 Egypto-Sudanese treaties, which have largely ignored the interests of the upstream states. Through the initiative of the Nile Basin Initiative (NBI) established in 1999, the riparian states concluded, in 2010, the Agreement on the River Nile Basin Cooperative Framework (CFA) based on the principle of equitable and reasonable utilisation, the objective of which is to establish durable legal regime in the Nile River Basin. This book addresses the complexities inherent in the colonial and post-colonial treaties and agreements and their implications on the interests of the riparian states and the region in general. It is the first book of its kind that covers the ten riparian states in a single volume and deals comprehensively with politico-legal questions in the Nile River Basin as well as conventions on the international water courses and their relevance to the region.

It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. Book excerpt: Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited. Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programs to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently. This introductory chapter summarizes briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in 2011 in Algeria, Egypt, Morocco, Syria, and Yemen. The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock. The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programs to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute substantially to these flows, so that worsening climatic conditions are likely to exacerbate future migration flows.
