Book excerpt: In 2012, the UK introduced the ‘Preventing Sexual Violence Initiative’. This work examines whether it is actually possible to prevent sexual violence being employed as a weapon of war against women, men and children. It assesses existing prevention strategies, uses Daesh as a case study – to illustrate the limitations of the current approaches – and considers additional measures. The author concludes that it is possible to prevent sexual violence in war, provided that all appropriate measures are harnessed and adapted to the specific circumstances of each conflict. It will, though, require improvements to existing strategies, the use of additional prevention measures, more resources and long-term engagement of all actors. This volume was awarded the 2017 first prize in EuroISME’s annual best thesis contest. Im Jahr 2012 führte das Vereinigte Königreich die “Initiative zur Verhütung von sexueller Gewalt” ein. Diese Arbeit untersucht, ob es tatsächlich möglich ist, sexueller Gewalt vorzubeugen, die gegen Frauen, Männer und Kinder angewandt wird. Sie bewertet schon vorhandene Vorbeugungsstrategien, verwendet Daesh als Fallstudie – um die Grenzen der derzeitigen Ansätze zu illustrieren - und zieht zusätzliche Maßnahmen in Betracht. Die Arbeit schlussfolgert, dass es möglich ist, sexuelle Gewalt im Krieg zu verhindern, vorausgesetzt, dass alle angemessenen Maßnahmen nutzbar gemacht und an die spezifischen Umstände jedes Konflikts angepasst werden. Dies wird jedoch Verbesserungen der bestehenden Strategien, den Einsatz zusätzlicher Präventionsmaßnahmen, mehr Ressourcen und langfristiges Engagement aller Akteure erfordern. Diese Arbeit wurde mit dem ersten Preis des Jahres 2017 im EuroISME-Wettbewerb für die beste Abschlussarbeit in Militärethik ausgezeichnet. En 2012, le Royaume-Uni présente l’Initiative de Prévention de la Violence Sexuelle (PSVI). Cet ouvrage étudie la possibilité d’empêcher que la violence sexuelle ne soit utilisée comme arme de guerre contre les femmes, les hommes et les enfants, évalue les approches préventives existantes, prend Daech comme sujet d’étude de cas pour montrer les limites que présentent les approches actuelles, et considère des mesures supplémentaires. Ce travail conclut qu’il est possible d’empêcher l’usage de violence sexuelle en situation de conflit, pourvu que toutes les mesures adéquates soient exploitées et adaptées aux spécificités de chaque conflit. Des améliorations aux stratégies existantes, l’utilisation de mesures de prévention supplémentaires, davantage de ressources et un engagement à long terme de tous les acteurs seront cependant nécessaires. Ce mémoire a reçu le premier prix de l’année 2017 du concours annuel d’EuroISME pour le meilleur mémoire universitaire en éthique militaire.

By going back to the same ‘old’ news, you are going over words, word patterns, and passages with which you already have a certain familiarity. The process of reinforcement, learning or retaining of what is new, and exposure to what is unfamiliar, is much easier this way — even though the news may seem a little dated. The aim of informing the reader about actual news is secondary, especially given that the content will become less current (and less relevant) over time. If you are having trouble with the level of difficulty in the text, a suggested path for learning languages is as follows: Familiarise yourself with a basic language instruction book — or re-read the one you have. Once a student has studied the basics, a suitable book about basic grammar can be helpful. The suggestion is that any grammar book be studied more with the intent of recognition and understanding, rather than memorising and obsessive rote learning. Go through as much of the grammar book you feel you can digest — maybe even the whole book — skipping over what is not easily understood. After this, read through a portion of text in a book called ‘French Sentences’, by 2LanguageBooks, looking for examples of what you have picked up (or gleaned) in your hopefully not so arduous study of grammar. Even repeatedly seeing a word that you remember seeing listed as a ‘subject pronoun’ or a ‘third person plural’ verb of some sort is a great help. Then, depending on your inclination, return to the grammar book (or your basic French book), or move on to lengthier bilingual text — like in 2Language Books texts containing news or stories, for example —, or find some suitable French text: a simple novel, a French news website, etc. Grammar books will likely have some verb charts. However, there are currently good on-line resources that go further — dictionaries with a verb conjugation ‘search’ option. Many basic language books offer some form of audio support. Internet services — primarily news based radio stations — offer podcasts. Audio from television is an additional resource, and can be formatted for use on various digital platforms. However, if audio is an important component of your interest in languages, electronic devices that support quality text-to-speech (TTS) will likely be appealing. With a library card, TTS technology (in a device that supports the relevant content), and the above mentioned resources, an entire language learning system is available for not much more than a cup of coffee! There is no substantial financial outlay to get you started. Furthermore, there are no additional ongoing fees (and updates), and there are no expiry dates on ‘premium’ content and resources. One way of getting access to how understanding comes about and how knowledge is the result of a continuous dynamics of understanding and misunderstanding is by studying the cognitive potential and the development of natural language(s) and more particularly of terminology, in specialized domains. In this volume on dynamics and terminology, thirteen contributors illustrate that human cognition is a dynamic process in a variety of socio-cognitive and cultural settings. The case studies encompass a panoply of methodologies and deal with subjects ranging from the dynamics of legal understanding in multilingual Europe, over financial, economic and scientific terminology in several cultural and linguistic settings, to language policy issues in multilingual environments. All thirteen contributors link the dynamics of cognition to the creative potential of language as a repository of past and present experience in cultural settings and to the creation of neologisms in domain-specific languages. Attention is given to the functionality of indeterminacy, vagueness, polysemy, ambiguity, synonymy, metaphor and phraseology. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.
