Elle tend, aujourd'hui, à apparaître comme un territoire où, d'une part, les risques naturels sont considérablement aggravés et où, d'autre part, naissent, prolifèrent les dangers venus tant des dysfonctionnements industriels que des pathologies des nouvelles sociétés urbaines. Traitant à la fois des temps historiques et de la période contemporaine, les auteurs se sont attachés à montrer comment la quête vers une plus grande sécurité urbaine et comment la prévention des divers risques - naturels, technologiques, sociaux - pesaient sur l'évolution de la conception et de la forme urbaine. Tour à tour ont été analysées les principales réponses opposées aux trois principales catégories de risques : réponses des gestionnaires dans un contexte de décentralisation, réponses des services de secours, réponses techniques des ingénieurs. Toutefois une attention toute particulière a été donnée aux aspects législatifs et réglementaires de la prévention de chacun des risques urbains ainsi qu'aux réponses nouvelles émanant du secteur assurantiel. En dépit des progrès accomplis dans la maîtrise des occurrences de danger, la catastrophe demeure toujours du domaine du possible et le risque zéro n'est toujours qu'un objectif auquel ne cesse de s'opposer le principe d'incertitude. Il convenait donc d'inclure aussi dans cet ouvrage de synthèse les réponses des organisations ayant la charge de gérer les situations de crise, tout comme le devoir d'informer et de responsabiliser chaque citadin.
