Book excerpt: In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Paul Nkwi concludes his introduction to the volume with these words: "The Anthropology of Africa will remain for a long time, fundamentally applied if it is to meet the challenges of the 21st Century."

Without negating the importance of participatory processes in city creation, it nonetheless seems crucial to return to city plans and models, to what cities convey, and how they are built. But to understand the city in all its depth and richness, we must also hit the streets. The West African City proposes a dual perspective. At the urban scale, it analyses historical trajectories, spatial development, and urban planning documents to highlight the major trends beyond the plans. At the second level – that of public space – the street is discussed as the city’s lifeblood. By innovating approaches and testing new methods, The West African City offers an unconventional look at Nouakchott, Dakar and Abidjan, the three study sites for this investigation. In 1953, Himes emigrated to Paris; he struggled there, just as he had in the United States. In 1957, his luck changed: the famous French Série noire brought out the first installment of his "Harlem crime series, La reine des pommes. Suddenly, he was a household name in France. Later, he would also have a significant influence on Francophone African writers; for them, Himes's blend of absurdist humor and violence offered an alternative to a high literary paradigm implanted during the colonial era. Likewise, his heterogeneous identity as American, black, and a writer of "French" bestsellers modeled an escape from the centripetal pull of the Métropole. Starting with Abasse Ndione's depictions of Senegal's marijuana-smoking subculture in La Vie en spirale (1982) and ending with Mongo Beti's 2001 Branle-bas en noir et blanc, set in Yaoundé, Cameroon, Francophone African crime fiction rejected French criteria of literary success; it embraced a new postcolonial aesthetic that emphasized entertaining the reader while making a living. The Noir Atlantic demonstrates why turning to what this study calls a "frivolous literary" mode represented a profound shift in perspective that anticipated more recent developments such as littérature monde.

The book argues that urban planning is a non-neutral and non-value free kind of public action and, therefore, ideology, planning theories, urban models and the ideological role urban planning has played are some of the key issues addressed. For that reason, the practice of Urban Planning is also seen as the outcome of a complex interrelationship between structure and agency, with the role of key planers being examined in some of the chapters. The findings and insights presented by the contributing authors confirm previous research on urban planning in the colonial and postcolonial periods in Lusophone African countries and at the same time break fresh ground and offer additional insights as new evidence has been collected from archives and in fieldwork carried out by a new generation of researchers. In addition, it outlines possible directions for future research.
