A rising economy lifts the popularity of the government, and if the economy's fortunes turn south, so too does that of the government. This conventional wisdom informs politicians' decisions as well as the scholarly commentary on parties and elections. Yet the conditions that underlie this model have changed in many countries as globalization has shifted control away from national policymakers, as non-economic cultural issues have risen in importance, and as our politics have become more polarized. At the same time, since the Great Recession in 2008 persistent economic volatility has kept the economy on the agenda. What, then, fuels government popularity in our current volatile environment? Are political fortunes tied to economic stability, as in the past? Or has the economy-popularity link-the popularity function-been severed by a host of new and less predictable factors in post-industrial societies? To answer these questions, Economics and Politics Revisited uses data from the Executive Approval Project (EAP), a cross-nationally comparable data on leader popularity, to model the fundamental dynamics of government support in advanced industrial democracies. Eleven country-specific chapters, each written by experts in the politics of the country, examine the role of economic performance in generating leader support in each country. In all cases, chapter authors show that the economy matters for popularity. However, the economy-popularity link is stronger in some countries than others. Further, chapters leverage EAP series to highlight change over time. Pooled analyses extend these findings, highlighting how the public's responses to the economy are reduced when political campaigns shift to non-economic issues and when parties are polarization on non-economic issues. Collectively, the volume highlights how evolving issue agendas are changing the nature of political accountability in advanced industrialized democracies. While the economy remains important, the book calls on students of political accountability to give greater attention to the role of non-economic issues. This book sheds new light on this central democratic concern based on an ambitious study of democratic mandates through the lens of agenda-setting in five West European countries since the 1980s. The authors develop and test a new model bridging studies of party competition, pledge fulfillment, and policymaking. The core argument is that electoral priorities are a major factor shaping policy agendas, but mandates should not be mistaken as partisan. Parties are like 'snakes in tunnels': they have distinctive priorities, but they need to respond to emerging problems and their competitors' priorities, resulting in considerable cross-partisan overlap. The 'tunnel of attention' remains constraining in the policymaking arena, especially when opposition parties have resources to press governing parties to act on the campaign priorities. This key aspect of mandate responsiveness has been neglected so far, because in traditional models of mandate representation, party platforms are conceived as a set of distinctive priorities, whose agenda-setting impact ultimately depends on the institutional capacity of the parties in office. Rather differently, this book suggests that counter-majoritarian institutions and windows for opposition parties generate key incentives to stick to the mandate. It shows that these findings hold across five very different democracies: Denmark, France, Germany, Italy, and the UK. The results contribute to a renewal of mandate theories of representation and lead to question the idea underlying much of the comparative politics literature that majoritarian systems are more responsive than consensual ones.

This book seeks to understand regime resilience and breakdown by analysing the public meaning of youth, as well as the physical mobilization of young people. Mobilization carried by young people is a key component in understanding the stabilisation of the authoritarian regime structures in contemporary Russia, but the Russian experience makes only sense if placed in its broader historical context.Three comparative cases, the breakdown of the authoritarian Soviet Union, the breakdown of the democratic Weimar Republic, and the crisis of the democratic regime in France around 1968 highlight how regimes which lacked popular support have compensated for their insufficient legitimacy by trying to mobilize youth symbolically and politically. This book illustrates the symbolic significance of youth and its role in regime crisis by analysing a new data set of newspaper articles with a new method of discourse analysis. The combination of qualitative interpretation and quantitative network analysis enables a deeper and more systematic understanding of discursive structures about youth. Through this methodological innovation the book contributes to the way we define the categories of youth, generation, and crisis. It makes the case that our conceptualisation should reflect the way terms are being used - usages that can be captured in a systematic way with new methods of discourse analysis.
