But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

I numerosi contributi teorici, gli approfonditi studi e le complesse applicazioni hanno condotto alla individuazione di requisiti e principi che condizionano ed ispirano la definizione delle diverse configurazioni di capitale e la scelta dei metodi applicabili per la relativa valutazione. Il presente lavoro si propone di analizzare le principali metodologie di determinazione del capitale economico delle Piccole e Medie Imprese (PMI) italiane in ipotesi di trasferimento, ossia con mutazione del soggetto economico, identificando i metodi di stima più utilizzati dai periti e dalla pratica professionale in funzione della finalità valutativa, del grado di formalizzazione richiesto e del settore in cui opera l’azienda oggetto di valutazione. Le domande di ricerca sono fondamentalmente due: – qual è il metodo di valutazione teoricamente più adatto a stimare il valore del capitale economico delle PMI? – quali metodi valutativi sono utilizzati dai professionisti per definire il capitale economico delle PMI, a seconda della finalità valutativa, della tipologia di stima, ossia del grado di formalizzazione richiesto, e del settore di attività? La metodologia di ricerca utilizzata è di tipo empirico-deduttiva; infatti, alla disamina della più autorevole dottrina italiana e straniera, fa seguito l’analisi di 100 perizie di stima del capitale economico di PMI. Si tratta di un campione handcollected (raccolto a mano), né casuale né stratificato; pertanto, lo studio deve considerarsi esplorativo in quanto non è possibile conoscere l’intera popolazione di riferimento e, di conseguenza, i risultati ottenuti non sono generalizzabili. Tuttavia, tale indagine ha consentito: da un lato, di ottenere alcuni elementi qualitativi e di rilievo dottrinale circa le difficoltà e il grado di applicabilità alle PMI di talune tecniche di stima e, dall’altro, di poter effettuare una indagine quantitativa che ha evidenziato le metodologie più utilizzate nelle PMI, individuando anche gli elementi che maggiormente incidono sulla loro scelta da parte dei professionisti incaricati di redigere una relazione peritale. Con l’intento sopra descritto si è deciso di strutturare il presente lavoro come di seguito brevemente descritto.
