La première partie de cet ouvrage est consacrée à l'analyse du bien-fondé de cette dynamique d'unification, dans le cadre de la théorie des zones monétaires optimales. Malgré le diagnostic initial négatif basé sur cette théorie, force a été de constater l'avancée de l'intégration économique et monétaire en Europe. Cette analyse reste d'application pour un éventuel élargissement de l'Union Monétaire Européenne (UME).Dans ce contexte, une attention particulière est accordée, dans la deuxième partie, aux problèmes de transition vers l'UME et au rôle des critères de convergence. Après avoir surmonté la majeure partie des problèmes de transition, l'Europe fait face à un nouveau défi : l'organisation et le bon fonctionnement de la Banque Centrale Européenne (BCE). L'ouvrage se termine par une analyse structurelle de la BCE et de sa politique monétaire liée aux contraintes budgétaires des pays membres.
