Book excerpt: Dimension à la question du financement du développement, qui se décline à travers une approche large du financement intégrant les principaux domaines d'action : mobilisation des ressources financières internes et autres apports de capitaux externes (investissements directs, aide publique au développement, allègement de la dette, envois des migrants) et enfin, révision du système monétaire et financier international. L'enjeu de cette thèse consiste à analyser cette approche du financement qui repose sur le concept de libéralisation financière. L'objectif est dans un premier temps de mettre en évidence le rôle de la finance dans le développement économique à travers l'étude des liens de causalité entre finance et développement économique. Ensuite, nous revisitons les politiques de libéralisation financière en mettant en avant l'étude de leur impact à travers l'analyse des ressources internes et externes pour le financement du développement en Afrique subsaharienne. L'analyse portera sur la mobilisation des ressources domestiques par le système fiscal et la mobilisation des ressources externes par la libéralisation du système financier domestique. Enfin, au regard de l'état de sous-développement financier combiné au sous-développement économique de ces pays, nous montrons la nécessité de recourir à une autre approche du financement qui se veut plus globale. Cette politique alternative passe par des politiques issues de l'hétérodoxie économique intégrant les éléments de l'institutionnalisme historique et de la théorie postkeynésienne.

Ce dernier autorisera alors des dépenses de santé, d'infrastructures et d'éducation et la relance de la croissance. Les enjeux deviennent ainsi économiques, sociaux et politiques car l'appropriation de la bonne gouvernance qu'elle soit économique ou sociale s'avère nécessaire à l'atteinte des objectifs susmentionnés. Il s'agit, et c'est une première pour le continent, de développer les capacités de l'État, de la société civile et des collectivités locales afin de sceller un contrat de développement participatif et re-distributif. L'appropriation, la collaboration et le rapprochement des populations des centres décisionnels seront les garants de la réussite de cette initiative. L'analyse ainsi développée est ensuite appliquée au Cameroun qui peine à atteindre le " point d'achèvement " de l'initiative PPTE et pour lequel dix recommandations sont proposées.

En particulier, notre argumentaire repose sur la base de recherches qualitatives et quantitatives menées sur un échantillon de dix pays d'ASS. Aussi, cette thèse veille à mettre en évidence comment le renforcement de la relation sino-africaine qui se manifeste par un accroissement des échanges commerciaux, des flux d'investissements et des flux d'aide, contribue au financement du développement dans les pays d'ASS.

Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter. After an extensive review of the theoretical and empirical literature pertinent to the economics of regionalism, the book considers the ex-post trade and direct-foreign-investment effects of the Single Market Program in Europe and NAFTA, followed by chapters on ASEAN and economic integration in Latin America, primarily MERCOSUR.
