Book excerpt: The topic of the 43rd Congress of the International Institute of Public Finance was "Public Finance and the Performance of Enterprises." The title reflected profound changes in the thinking and approaches of economists traced back to economic developments such as the worldwide slowing down of economic growth, dwindling of productivity increases, growing unemployment, and rampant increase in public debt experienced during the 1970s and 80s. The Congress was not primarily concerned therefore with the economic efficiency of particular enterprises, but with the interface of Public Finance and the behavior of enterprises. The intent was to detect how fiscal policy decisions effect the behavior of enterprises and how this in turn influences the overall performance of an economy--to seek microeconomic foundations for macroeconomic relationships. This volume presents the proceedings of the 43rd Congress with papers from numerous international contributors.

Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

It's a pity that we could not include the report of Lucia Vitali, Le prestazini per inval idita nel sistema ital iano di sicurezza sociale: un anal isi economica, and the report of the Region of Umbria since there was no English or French translation available. What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected.
