Book excerpt: During the years between 1980 and 1999, in the midst of war and economic crisis, a record number of women were elected to national legislatures in Central American republics. Can quantitative increases in the presence of elected women in Central America produce qualitative political changes? In this detailed study, Michelle A. Saint-Germain and Cynthia Chavez Metoyer explore the reasons for this unprecedented political rise of women, and what effect it has had on the region. Focusing on Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua, the authors analyze national and regional indicators to evaluate various hypotheses concerning the reasons for women's electoral success in the region, as well as to make comparisons with findings from other world regions. They find that the election of more women depends on three things: the presence of a crisis, a pool of politically experienced women, and a culture of gender consciousness. They also compare the characteristics of Central American women legislators to women in other national legislatures around the world. The authors document how elected women have used their policy-making power to begin to change the lives of all Central Americans, women and men alike. In more than seventy-five in-depth, personal interviews, these women legislators reflect on their lives, political careers, and gender identities in their own words, providing deep insights into recent events in this region.

The 1980s, however, have witnessed an intensification of conflicts with increasing U.S. involvement. Rather than standing at the brink of a sharp turning point, Central America is at an interim point in an evolving historical process. This text provides an assessment of this process and of its immediate and long-term implications for the region and for U.S.-Latin American relations. It focuses on the complex and contradictory effects of the Reagan administration's efforts to influence the Central American debate within the United States and to reestablish U.S. hegemony in the region itself. The first part of the book examines the development of various aspects of U.S. policy toward Central America. In particular, contributors discuss the interaction between the executive and legislative branches in shaping U.S. strategy, the implications for constitutional democracy of presidential control over foreign policymaking, the treatment of Central American refugees, the counterinsurgency strategy of "low intensity warfare," and the effects of U.S. policy on regional peace initiatives put forward by Mexico and other Latin American countries. Available in PDF, EPUB and Kindle. Book excerpt: During the political and economic upheaval that swept El Salvador in the 1980s, as many as 20,000 Salvadorans took refuge in Costa Rica. Despite similarities between the countries, most Salvadorans experienced El Salvador and Costa Rica as very different places; yet some 6,000 chose to remain after the violence in their country ended, re-establishing their lives successfully enough that they claimed that they now "felt Costa Rican." Bridget Hayden examines the ways in which these people integrated into Costa Rican society and the ambiguous sense of identity they developed, exploring their experience of the process and the cultural concepts they used to interpret those experiences. Salvadorans in Costa Rica: Displaced Lives introduces readers to people from a wide range of class and educational backgrounds who had come to Costa Rica from all over El Salvador. All shared the experience of having become refugees and having settled in a new country under the same circumstances, and when the war in their own country ended, they shared a concern about the issues involved in deciding whether to return there. Their diversity allows Hayden to examine the ways in which the language of national identity played out in different contexts and sometimes contradictory ways. Drawing on contemporary theories of migration and space, Hayden identifies the discourses, narratives, and concepts that Salvadorans in Costa Rica had in common and then analyzes the ways in which their experiences and their uses of those discourses varied. She focuses on key spatial concepts that Salvadorans used in talking about displacement and re-emplacement in order to show how they constructed the experience of settlement and how such variables as gender and age influenced their experiences. Because "nationality" was an idiom they used to relate their experiences, she pays particular attention to the role of national belonging and national difference—in terms of both the ways in which the Salvadorans were received by Costa Ricans and their reactions to their new lives in Costa Rica. A concluding chapter compares them with Salvadorans who emigrated to other countries. The story of these displaced Salvadorans, focusing on the lives of real people, can give us a new understanding of how individuals feel a sense of belonging to a sociocultural space. By exploring many meanings of the nation and national belonging for different people under varying conditions, Hayden's study provides fresh insights into the dynamics of migration, gender, and nationalism.

Sacrificing Families offers a first-hand look at Salvadoran transnational families, how the parents fare in the United States, and the experiences of the children back home.
