Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

Book excerpt: Despite a spectacular expansion of the higher education sector in Sub-Saharan Africa, the supply of tertiary education has generally failed to keep pace with demand, and the region continues to lag behind all other regions in terms of access to tertiary education. This is in part a consequence of deeply entrenched patterns of inequitable access to higher education, and the perpetuation of what researchers refer to as “elite systems.†? To date, access to tertiary education in Sub-Saharan Africa has unduly benefited students drawn from the region’s wealthiest households, and overall enrollment remains disproportionately male and metropolitan. These factors stifle the catalytic potential of higher education, corroding its potential for driving economic growth and sustaining poverty reduction. Instead, patterns of access to tertiary education have generally reinforced and reproduced social inequality, instead of eroding its pernicious social and economic effects. Sharing Higher Education’s Promise beyond the Few in Sub-Saharan Africa aims to inform an improved understanding of equity in tertiary enrollment in Sub-Saharan African countries and to examine the extent to which inequity functions as a bottleneck, inhibiting the ability of African universities to effectively drive improvements in overall quality of life and economic competitiveness. In our survey of the evidence, we also aim to identify which policies most effectively address the challenge of promoting equity of access in Sub-Saharan African tertiary education systems. To achieve these objectives, the book collects, generates, and analyzes empirical evidence on patterns of equity; examines the underlying causes of inequity; and evaluates government policies for addressing inequity.

This success notwithstanding, the task of transforming the rapid recovery into sustained progress over time has only just begun.A priority will be to ensure that all Rwandan children can complete a full course of primary schooling of reasonable quality; and that expansion at the post-primary levels occurs at a pace commensurate with the labor market's capacity to absorb highly educated job seekers. Book excerpt: The book mainly investigates the challenges that confront France’s unique dual system of higher education in facing internationalization and the recruitment of international students. This book focuses on the development of the institutional strategies in two groups of higher education institutions: University and Grande École in responding to the opportunities and stresses of both Europe’s Bologna process and globalization. The research data presents in this book was collected from four local institutions, two Grandes Écoles and two universities, one of each focusing on the social sciences and the other on natural sciences and technology. Interviews with major stakeholders in the institutions, including personnel from international offices, faculty/researchers and international students were adopted as principal methods for data collection. The thematic organization of the findings in each chapter covers views from three levels of stakeholders’ and interprets the results within theoretical frames, such as institutional theories, world-system theory, international academic relationship theory and branding theory. Readers will find this book both practical and innovative in four key ways. Firstly, in knowledge diffusion, revealing the mysterious veil of the unique French dual higher education system. Secondly, in new knowledge production, exploring a new subject of research and filling the blanks from previous studies of the two groups of institutions. With the rise of national systems of education at the beginning of the nineteenth-century, it was related to the socially inclusive concept of citizenship coined by privileged members with vested interests in the urban society that could only be achieved by educating the common people, or in other words, the uncontrollable masses that had nothing to lose. In the twentieth-century, Popular Education became another word for initiatives taken by religious and socialist groups for educating working-class adults, and women. However, in the course of the twentieth-century, the meaning of the term shifted towards empowerment and the education of the oppressed. This book explores the several ways in which Popular Education has been theoretically and empirically defined, in several regions of the world, over the last three centuries. It is the result of work by scholars from Europe and the Americas during the 31st session of the International Standing Conference on the History of Education (ISCHE) that was organised at Utrecht University, the Netherlands in August 2009. This book was originally published as a special issue of Paedagogica Historica.
