Mohammed Bedjaoui revient sur ses années d’apprentissage politique et professionnel jusqu’à 1962. Qui aurait pu imaginer que le petit garçon né dans une famille modeste de Sidi-Bel-Abbès, orphelin de père dès l’âge de 4 ans, devienne un jour un juriste de renommée internationale et président de la Cour internationale de Justice de La Haye ? Ce haut fonctionnaire, diplomate et homme politique algérien revient largement sur sa formation à Grenoble (diplôme de l’Institut d’études politiques en 1952 et doctorat en droit en 1956) et rend hommage à plusieurs de ses professeurs qu’il retrouvera par la suite en tant qu’ambassadeur d’Algérie en France. Mais reconnu comme l’un des requérants communistes, il a commencé par être exclu du concours d’accès à l’ENA. Une discrimination sanctionnée dans un célèbre arrêt du Conseil d’État (28 mai 1954). L’ouvrage offre ainsi une plongée dans le système colonial français pris dans ses contradictions et dans l’émergence d’une Algérie indépendante. Elle est menée par un grand témoin qui fait quelques révélations du fait de son accès à des données sensibles. Durant la guerre d’Algérie, M. Bedjaoui était conseiller juridique du FLN et du gouvernement provisoire de la République algérienne dirigé par Ferhat Abbas. Il figurait aussi parmi la délégation algérienne lors des négociations d’Evian, aux côtés de ministre de l’économie, son mentor, Dr Ahmed Francis. Un témoignage de premières mains, dans une langue d’une grande élégance et d’un grand classicisme. Une plongée dans le système colonial français pris dans ses contradictions et dans l’émergence d’une Algérie indépendante. Ce récit de vie, mené par un témoin d'importance, contient quelques révélations inédites ! EXTRAIT Lorsque la Révolution armée commença le 1er novembre 1954, mon pays comptait huit millions d’Algériens. Pour tenter de faire face à notre lutte, l’autorité coloniale aligna au total près de deux millions de militaires au cours de sept années et demie de combats. Cette même autorité essaya d’enfermer l’Algérie en érigeant à ses frontières deux barrages électrifiés pour empêcher la Révolution armée d’alimenter les maquis intérieurs en recrues, armes et munitions. Cette même autorité acheva de se perdre en pratiquant la torture. J’avais 25 ans lors du déclenchement de la Révolution armée. Je ne savais pas, et je ne sais toujours pas à 89 ans, manier une arme à feu. À PROPOS DE L'AUTEUR Mohamed Bedjaoui, né en 1929 à Sidi-Bel-Abbès, est un juriste, haut fonctionnaire, diplomate et homme politique algérien. Durant la guerre d'Algérie, il a été conseiller juridique du FLN et du gouvernement provisoire de la république algérienne (GPRA). Il figurait aussi parmi la délégation algérienne lors des négociations d’Evian. Ministre de la justice de 1964 à 1971, il quitte le gouvernement pour devenir ambassadeur en France, auprès de l’Unesco et de l’ONU (1971-1979). Il a été le représentant permanent de l’Algérie auprès des Nations unies à New York jusqu’à 1982. Mohammed Bedjaoui a été juge à la Cour internationale de justice de La Haye pendant près de vingt ans (1982-2001), puis président de Chambre (1984-1986) et président de la Cour (1994-1997). Bedjaoui est l’auteur d’une dizaine d’ouvrages qui font autorité en droit international. Il a donné trois cours à l’Académie de droit international de La Haye, dont le cours général de droit public en 2006. Il a rédigé près de 300 articles portant sur les matières de droit international public, contribuant à améliorer le droit constitutionnel, le droit d’arbitrage commercial international et les sciences politiques.

Texte militant, cet ouvrage fut aussi la première analyse systématique de la transformation qui s'opérait alors au sein du peuple algérien engagé dans la révolution. Ce texte, parmi les tout premiers publiés aux Editions Maspero, décrit de l'intérieur les profondes mutations d'une société algérienne en lutte pour sa liberté. Ces transformations, la maturation politique et sociale, ignorées par les colons alors qu'elles étaient justement les fruits de la colonisation et de l'humiliation, présidèrent pourtant largement au processus qui mena à la guerre d'Algérie, « la plus hallucinante qu'un peuple ait menée pour briser l'oppression coloniale ».

Yet, unlike the wars in Korea and Vietnam, Algeria's fight for independence has rarely been viewed as an international conflict. Even forty years later, it is remembered as the scene of a national drama that culminated with Charles de Gaulle's decision to "grant" Algerians their independence despite assassination attempts, mutinies, and settler insurrection. Yet, as Matthew Connelly demonstrates, the war the Algerians fought occupied a world stage, one in which the U.S. and the USSR, Israel and Egypt, Great Britain, Germany, and China all played key roles.
