They are not dimensionless lines as typically assumed in theoretical models and standard empirical analyses, but a zone populated by agencies that develop and administer regulations firms have to comply with when engaging in international trade, many of which have their own procedures. Borders can then easily become a labyrinth hard to get through. This is crucial because border agencies' procedures influence the time needed to ship goods from their origins to their destinations and can thereby affect trade, particularly in a context characterized by increasingly segmented production chains and rising lean retailing. Latin American and Caribbean countries have recently implemented various trade facilitation initiatives that aim to streamline the administrative processing of trade flows and accordingly reduce trading times. These initiatives include risk management, single windows, authorized economic operators, simplified postal exports, and expedited transit arrangements, all of which are cornerstones of the 2013 WTO Agreement on Trade Facilitation and have been subject of multiple international organizations' operations. Despite of being ubiquitous, evidence on the impact of these specific initiatives has been extremely limited. Lack of precise data has been a major obstacle. Out of the Border Labyrinth fills this gap and sheds entirely new light on the trade effects of such trade facilitation measures and the channels thereof. It presents the results of thorough impact evaluations, which have been carried out by applying rigorous methods on unprecedented transaction-level data for several countries in the region. These results reveal that trade actually expanded as a consequence of such facilitation measures and that the primary channel has been shipping frequency. Based on these econometric examinations and careful institutional case studies, Out of the Border Labyrinth systematizes a new line of trade policy research and informs policymaking and assistance activities by international organizations by providing tools that will help design and assess policies in an area that will be very active in upcoming years as countries work towards implementing the multilateral agreement reached in Bali.

Sponsored by the GCI, the Museum of New Mexico State Monuments, ICCROM, CRATerre-EAG, and the National Park Service, under the aegis of US/ICOMOS, the event was organized to promote the exchange of ideas, techniques, and research findings on the conservation of earthen architecture. Presentations at the conference covered a diversity of subjects, including the historic traditions of earthen architecture, conservation and restoration, site preservation, studies in consolidation and seismic mitigation, and examinations of moisture problems, clay chemistry, and microstructures. In discussions that focused on the future, the application of modern technologies and materials to site conservation was urged, as was using scientific knowledge of existing structures in the creation of new, low-cost, earthen architecture housing.

One of great figures in the field, the Argentinian legal historian Víctor Tau Anzoátegui, published in 1997 his Nuevos horizontes en el estudio histórico del derecho indiano. The book, in which Tau addressed seminal methodological questions setting tone for the discipline’s future orientation, proved to be the starting point for an important renewal of the discipline. Tau drew on the writings of legal historians, such as Paolo Grossi, Antonio Manuel Hespanha, and Bartolomé Clavero. Tau emphasized the development of legal history in connection to what he called “the posture superseding rational and statutory state law.” The following features of normativity were now in need of increasing scholarly attention: the autonomy of different levels of social organization, the different modes of normative creativity, the many different notions of law and justice, the position of the jurist as an artifact of law, and the casuistic character of the legal decisions. Moreover, Tau highlighted certain areas of Spanish colonial law that he thought deserved more attention than they had hitherto received. One of these was the history of the learned jurist: the letrado was to be seen in his social, political, economic, and bureaucratic context. The Argentinian legal historian called for more scholarly works on book history, and he thought that provincial and local histories of Spanish colonial law had been studied too little. Within the field of historical science as a whole, these ideas may not have been revolutionary, but they contributed in an important way to bringing the study of Spanish colonial law up-to-date. It is beyond doubt that Tau’s programmatic visions have been largely fulfilled in the past two decades. Equally manifest is, however, that new challenges to legal history and Spanish colonial law have emerged. The challenges of globalization are felt both in the historical and legal sciences, and not the least in the field of legal history. They have also brought major topics (back) on to the scene, such as the importance of religious normativity within the normative setting of societies. These challenges have made scholars aware of the necessity to reconstruct the circulation of ideas, juridical practices, and researchers are becoming more attentive to the intense cultural translation involved in the movement of legal ideas and institutions from one context to another. Not least, the growing consciousness and strong claims to reconsider colonial history from the premises of postcolonial scholarship expose the discipline to an unseen necessity of reconsidering its very foundational concepts. What concept of law do we need for our historical studies when considering multi-normative settings? How do we define the spatial dimension of our work? How do we analyze the entanglements in legal history? Until recently, Spanish colonial law attracted little interest from non-Hispanic scholars, and its results were not seen within a larger global context. In this respect, Spanish colonial law was hardly different from research done on legal history of the European continent or common law. Spanish colonial law has, however, recently become a topic of interest beyond the Hispanic world. The field is now increasingly seen in the context of “global legal history,” while the old and the new research results are often put into a comparative context of both European law of the early Modern Period and other colonial legal orders. In this volume, scholars from different parts of the Western world approach Spanish colonial law from the new perspectives of contemporary legal historical research."

Junto al an lisis de la problem tica m s trascendente ?sea por su delimitaci¢n o fundamentaci¢n? de la teor¡a general del Derecho de da¤os, se abord¢ la correspondiente a ciertos sectores o mbitos de da¤os, en particular: sanitario, accidentes de trabajo, veh¡culos de motor, propiedad intelectual e industrial, medioambiental, concursal, etc. El resultado fue la participaci¢n de casi medio centenar de ponentes, entre acreditados especialistas y relevantes aplicadores del Derecho, con la particularidad a¤adida en este £ltimo caso de haber podido contar incluso con la presencia de magistrados pertenecientes a las Salas de lo Civil, Contencioso-administrativo, Social y Penal del Tribunal Supremo y por ende de las Salas donde, con mayor o menor incidencia, la disciplina del Derecho de da¤os encuentra una concreta aplicabilidad. Ello vino a a¤adir, en el an lisis de ciertas tipolog¡as concretas de responsabilidad, una clara visi¢n de interrelaci¢n y con ello de mayor amplitud en el conocimiento y tratamiento de su problem tica. Seg£n creemos, la oportunidad que se ofrec¡a era cuanto menos inhabitual, por no decir excepcional, dentro de nuestro actual panorama jur¡dico. Como ocurriera en las primeras jornadas, los distintos participantes asumieron el compromiso de actualizar hasta fechas recientes sus intervenciones a efectos de su publicaci¢n. El resultado de ello es la presente obra donde se conjuga el prestigio de sus autores y el inter‚s por los temas tratados. Se ha logrado sin duda una obra dogm ticamente enriquecedora, £til para la pr ctica. Finalmente quiero aprovechar esta presentaci¢n para agradecer muy sinceramente a todos los autores, que con su gran disponibilidad y esfuerzo han hecho posible la edici¢n de este libro, como asimismo a todos los miembros del Departamento de Derecho civil de la Universidad de Alicante, por las grandes dosis de profesionalidad e ilusi¢n de que han hecho gala en todo momento en aras de la culminaci¢n de la referida iniciativa.
