Bajo este concepto se incluyen todas las politicas en la esfera social, incluidas las politicas del mercado de trabajo. Dentro de este texto se incluyen dos apartados dedicads especificamente a las mujeres. El primero: "Derechos y oportunidades de las mujeres" se enmarca en el capitulo ii "los desafios sociales que afronta europa" y en el se pone de manifiesto como los datos socioeconomicos sobre las mujeres en la comunidad europa ofrecen una imagen muy diferente de la que se muestra habitualmente; asi, mas de la cuarta parte de las mujeres de la comunidad son cabezas de familia (viven solas o son madres solteras) y mas de la mitad ejercen una actividad remunerada. Las estructuras sociales y de los mercados de trabajo siguen, sin embargo, operando bajo el supuesto basico de que las mujeres se ocupan del hogar y del cuidado de los hijos. Esta situacion esta en contradiccion con la nueva realidad. Es necesaria una combinacion de politicas sociales y del mercado de trabajo que permita el desarrollo de los derechos y oportunidades de las mujeres y tenga en cuenta su funcion en la sociedad y sus necesidades a lo largo de la vida. Por otra parte, dentro del capitulo iii.C "principales objetivos de politica a nivel europeo" se incluye el apartado "promocion de la igualdad de oportunidades entre hombres y mujeres en una sociedad europea en transformacion". En el se relata como la comunidad europea tiene ya larga experiencia en la promocion de la igualad de oportunidades para las mujeres en el mercado de trabajo. En concreto ha desarrollado un amplio marco legal en este ambito. En momentos de recesion, debe defenderse y reforzarse dicha accion, ya que los principales indicadores del mercado de trabajo ponen de manifiesto que el desempleo afecta a las mujeres en mayor medida que a los hombres en casi todos los estados miembros. Asi, el principal objetivo deberia ser pasar de la igualdad de derechos a la igualdad de trato en el mercado de trabajo a traves de la igaldad de oportunidades en la sociedad. Para lograr esto deberan abordarse tres cuestiones fundamentales: A) la reconciliacion de las responsabilidades laborales y familiares, b) la desagregacion del mercado de trabajo, vertical y horizontalmente, y 3) una mayor participacion de las mujeres en la toma de decisiones.
