But in 1968, students took to the streets of Moncton, demanding further concessions. What provoked these students to spark a cultural revolution on par with those overtaking English Canada and Quebec? Were they simply heirs to a long line of nationalists seeking more rights for francophones, as older histories suggest, or were they leftists whose demands echoed the ideas of student movements in Quebec, English Canada, the United States, and France? Belliveau argues that the student movement emerged in the late 1950s as an expression of the province’s changing youth culture but then evolved as students drew inspiration from the ideas of the New Left, shifting allegiance from liberalism to radical communitarianism and ultimately fuelling the fires of a new brand of Acadian nationalism in the 1970s.

Book excerpt: Since the first worldwide protests inspired by Peoples’ Global Action (PGA)—including the mobilization against the November 1999 World Trade Organization meetings in Seattle—anti–corporate globalization activists have staged direct action protests against multilateral institutions in cities such as Prague, Barcelona, Genoa, and Cancun. Barcelona is a critical node, as Catalan activists have played key roles in the more radical PGA network and the broader World Social Forum process. In 2001 and 2002, the anthropologist Jeffrey S. Juris participated in the Barcelona-based Movement for Global Resistance, one of the most influential anti–corporate globalization networks in Europe. Combining ethnographic research and activist political engagement, Juris took part in hundreds of meetings, gatherings, protests, and online discussions. Those experiences form the basis of Networking Futures, an innovative ethnography of transnational activist networking within the movements against corporate globalization. In an account full of activist voices and on-the-ground detail, Juris provides a history of anti–corporate globalization movements, an examination of their connections to local dynamics in Barcelona, and an analysis of movement-related politics, organizational forms, and decision-making. Depicting spectacular direct action protests in Barcelona and other cities, he describes how far-flung activist networks are embodied and how networking politics are performed. He further explores how activists have used e-mail lists, Web pages, and free software to organize actions, share information, coordinate at a distance, and stage “electronic civil disobedience.” Based on a powerful cultural logic, anti–corporate globalization networks have become models of and for emerging forms of radical, directly democratic politics. Activists are not only responding to growing poverty, inequality, and environmental devastation; they are also building social laboratories for the production of alternative values, discourses, and practices.

Known as the banlieue, the suburban landscapes that make up much of contemporary France are near-opposites of the historic cities they surround. Although these postwar environments of towers, slabs, and megastructures are often seen as a single utopian blueprint gone awry, Kenny Cupers demonstrates that their construction was instead driven by the intense aspirations and anxieties of a broad range of people. Narrating the complex interactions between architects, planners, policy makers, inhabitants, and social scientists, he shows how postwar dwelling was caught between the purview of the welfare state and the rise of mass consumerism. The Social Project unearths three decades of architectural and social experiments centered on the dwelling environment as it became an object of modernization, an everyday site of citizen participation, and a domain of social scientific expertise. Beyond state intervention, it was this new regime of knowledge production that made postwar modernism mainstream. The rise of genomics engendered intense struggle over the control of knowledge. In Reordering Life, Stephen Hilgartner examines the “genomics revolution” and develops a novel approach to studying the dynamics of change in knowledge and control. Hilgartner focuses on the Human Genome Project (HGP)—the symbolic and scientific centerpiece of the emerging field—showing how problems of governance arose in concert with new knowledge and technology. Using a theoretical framework that analyzes “knowledge control regimes,” Hilgartner investigates change in how control was secured, contested, allocated, resisted, justified, and reshaped as biological knowledge was transformed. Beyond illuminating genomics, Reordering Life sheds new light on broader issues about secrecy and openness in science, data access and ownership, and the politics of research communities. Drawing on real-time interviews and observations made during the HGP, Reordering Life describes the sociotechnical challenges and contentious issues that the genomics community faced throughout the project. Hilgartner analyzes how laboratories control access to data, biomaterials, plans, preliminary results, and rumors; compares conflicting visions of how to impose coordinating mechanisms; examines the repeated destabilization and restabilization of the regimes governing genome databases; and examines the fierce competition between the publicly funded HGP and the private company Celera Genomics. The result is at once a path-breaking study of a self-consciously revolutionary science, and a provocative analysis of how knowledge and control are reconfigured during transformative scientific change.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
