This gives rise to the problem of cross-language information retrieval (CLIR), whose goal is to find relevant information written in a different language to a query. In addition to the problems of monolingual information retrieval (IR), translation is the key problem in CLIR: one should translate either the query or the documents from a language to another. However, this translation problem is not identical to full-text machine translation (MT): the goal is not to produce a human-readable translation, but a translation suitable for finding relevant documents. Specific translation methods are thus required. The goal of this book is to provide a comprehensive description of the specific problems arising in CLIR, the solutions proposed in this area, as well as the remaining problems. The book starts with a general description of the monolingual IR and CLIR problems. Different classes of approaches to translation are then presented: approaches using an MT system, dictionary-based translation and approaches based on parallel and comparable corpora. In addition, the typical retrieval effectiveness using different approaches is compared. It will be shown that translation approaches specifically designed for CLIR can rival and outperform high-quality MT systems. Finally, the book offers a look into the future that draws a strong parallel between query expansion in monolingual IR and query translation in CLIR, suggesting that many approaches developed in monolingual IR can be adapted to CLIR. The book can be used as an introduction to CLIR. Advanced readers can also find more technical details and discussions about the remaining research challenges in the future. It is suitable to new researchers who intend to carry out research on CLIR. Book excerpt: The research project leading to this book was initiated in the fall of 1979 when the American Council of Life Insurance (ACLI) contacted Dan McGill, chairman of the Wharton School Insurance Department, about conducting a study on risk classification in life insurance. The ACLI was concerned about legislative and judicial activity in this area and its potential effects on the life insurance industry. A meeting was held at the ACLI offices in Washington, D.C., between several members of the ACLI staff and Dan McGill and David Cummins representing the Wharton School insurance department. An agreement was reached that a study would be conducted at Wharton dealing with issues in risk classification. Although the staff of the ACLI suggested directions the study might take, it was agreed that the design and execution of the study would be solely under the control of the researchers. The researchers also retained unrestricted publication rights in the results of the study. This agreement has been honored by the ACLI during the course of the project.

Ten years ago, the practical collaboration was begun of bringing together people who belonged to the complementary streams of economic analysis and policy analysis presented int his book. During this time, we opened discussions on the relationship between transportation technology, transportation economics and transportation policy under the general auspices of the Canadian Royal Commission on National Passenger Transportation. Working over a 40-month period (1989-1992), this Commission took stock of transportation and produced an up-to-date `État de la question' and policy framework (Hyndman, et al, 1992). Clearly, the project committee's discussions on air policy, over the period 1995-1997 (see Chapter 8), outlined the possibilities for a mechanism to understand the differences about the desirability of air liberalisation, as well as the possible TEP interactions in this area. This led to an exploratory first formulation and computer programme (HLB, 1997) incorporating the approach outlined in Chapter 15. A joint celebration of the CRT's 25th birthday and Transport Canada's 60th birthday seemed appropriate to bring together the various streams. Part I of Taking Stock of Air Liberalization looks at the record, and Part II focuses on specific impacts of policies. Policy formulation (Part III) and the required tools (Part IV - Modelling Demand) are also discussed in this context. The book ends with perspectives in Part V - The Future Market Structure and Public Policy. The competition among airlines is rapidly spreading to the competition among airports, and the difficult regulation of these strategic spatial monopolies (which is introduced in Chapter 13) is now attracting research activity. The next discussion in the airline industry will be the role of airports.

However, the adoption and use of broadband technology today remains extremely uneven and threatens to create a new digital divide. At the end of 2009, countries in North America and the European Union accounted for more than 50 percent of the world s 1 billion fixed and mobile broadband subscriptions, but South Asia and Sub-Saharan Africa together accounted for less than 3 percent. The experience with mobile telephony though shows the potential for growth in the information and communication technology sector in developing countries. Almost 75 percent of the world s mobile telephone subscriptions are in low- and middle-income countries, which have also promoted exciting innovations and realized significant economic development benefits. In fact, a growing number of countries are seeking to spur broadband development.
