Il rappelle les règles budgétaires existantes et les pratiques actuelles. Il indique les lignes de continuité et analyse les innovations apportées par un texte majeur qui constitue un élément central de la réforme de l'Etat. Axé sur la mise en œuvre de la loi organique, il s'adresse aux étudiants, aux candidats aux concours administratifs, aux fonctionnaires et à tous ceux qui s'intéressent à la " nécessité de la contribution publique " et considèrent que " la Société a le droit de demander compte à tout Agent public de son administration " (Déclaration de 1789), c'est-à-dire tous les citoyens.

The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.
