Le fait scolaire y est considéré comme un fait social et, en tant que tel, il apparaît comme révélateur du fonctionnement des sociétés. Pour aborder l'étude de ce champ complexe et imbriqué, la démarche historique a été privilégiée, permettant de dérouler progressivement le fil des données recueillies, dans une perspective dialectique qui autorise l'élaboration des concepts de processus de scolarisation et d'institution de l'école. Le Togo offre un panorama assez complet du paysage scolaire africain, en raison d'une histoire particulière et d'une situation géographique qui lui donnent à la fois les caractéristiques des pays côtiers, très scolarisés, et celles des pays du Sahel, faiblement scolarisés. Il présente aussi la spécificité d'une histoire pré-coloniale singulière et d'une histoire coloniale mouvementée, ces particularismes engendrant l'avance scolaire constatée. Les années qui suivent l'accession à l'indépendance enregistrent un développement rapide du système scolaire, qui permet au Togo de se situer parmi les pays les plus scolarisés d'Afrique francophone. Puis, au début des années 80, il se présente comme le pays le plus touché par le phénomène de déscolarisation, et, à ce titre, celui qui révèle de la façon la plus crue les difficultés des Etats africains face à cette crise scolaire, les transformations de la perception de l'image de l'école par les populations, et la diversification de leurs pratiques scolaires. De même, la reprise scolaire des années 90 indique que l'école est représentative de ces lieux où les contradictions sont exacerbées, où des changements les plus brutaux peuvent côtoyer des permanences les plus inébranlables.

I discuss how the issue of language is at the centre of the current cultural and political debates in Morocco. The present book is an investigation of the ramifications of multilingualism for language choice patterns and attitudes among Moroccans. More importantly, the book assesses the roles played by linguistic and cultural factors in the development and evolution of Moroccan society. It also focuses on the impact of multilingualism on cultural authenticity and national identity. Having been involved in research on language and culture for many years, I am particularly interested in linguistic and cultural assimilation or alienation, and under what conditions it takes place, especially today that more and more Moroccans speak French and are influenced by Western social behaviour more than ever before. In the process, I provide the reader with an updated description of the different facets of language use, language maintenance and shift, and language attitudes, focusing on the linguistic situation whose analysis is often blurred by emotional reactions, ideological discourses, political biases, simplistic assessments, and ethnolinguistic identities.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.
