Il appara t qu'une transformation ne sera possible qu'avec de nouveaux instruments conomiques, remettant en cause le mod le de d veloppement sud- africain et n cessitant de repenser le r le de l'Etat dans la r gulation social et conomique du pays.

Elle conclut que, si le programme a donné à un petit nombre des femmes accès à la terre, la réforme agraire n'a pas été assez étendue pour profiter à la majorité des femmes pauvres des campagnes. Celles-ci ont, en outre, peu de chances de bénéficier de la nouvelle orientation prise par la poltique de réforme agraire depuis 1999, qui privilégie avant tout la promotion d'une classe agricole noire acquise aux cultures commerciales[...]. Les implications de la nouvelle orientation politique sont potentiellement négatives pour les femmes pauvres des campagnes, à cause de la précarité générale de leur conditions sociale et économique et du peu de moyens dont disposent les pouvoirs publics pour appliquer une politique paritaire confirmée."
