Elle conclut que, si le programme a donné à un petit nombre des femmes accès à la terre, la réforme agraire n'a pas été assez étendue pour profiter à la majorité des femmes pauvres des campagnes. Celles-ci ont, en outre, peu de chances de bénéficier de la nouvelle orientation prise par la poltique de réforme agraire depuis 1999, qui privilégie avant tout la promotion d'une classe agricole noire acquise aux cultures commerciales[...].
