Book excerpt: A l'issue de la transition économique et dans le contexte de rattrapage au sein de l'Union Européenne, cette thèse étudie le transfert de technologie associé aux investissements directs étrangers (IDE) en Europe Centrale et Orientale. Les externalités technologiques sont considérées comme la contribution principale des IDE au développement économique des pays d'accueil. La première partie de ce travail analyse le mécanisme microéconomique du transfert de technologie. Après avoir évalué le potentiel de transfert à travers l'excédent de productivité et l'intensité des échanges intersectoriels, nous analysons l'effet des externalités sur la productivité des entreprises locales. Nous construisons ainsi plusieurs mesures d'externalités horizontales et verticales, en accordant une toute attention particulière à la position des entreprises dans la filière. Enfin, nous nous intéressons au rôle de la capacité d'absorption locale et du décalage technologique dans la capture de ces externalités. Dans la deuxième partie de la thèse nous menons une analyse macroéconomique centrée autour de deux directions : la relation entre les IDE et l'investissement local, ainsi que l'impact agrégé des IDE sur la croissance. Tout d'abord, nous partons de l'hypothèse de destruction créatrice entre les IDE et l'investissement local, puis nous analysons cette problématique dans la perspective des différents types d'IDE. Nous séparons également le mécanisme d'interaction entre les filiales et les entreprises locales selon le marché réel et le marché financier. Ensuite, nous évaluons la contribution des externalités agrégées au progrès technique, ce qui nous permet d'illustrer l'impact global des IDE sur la croissance économique. Enfin, nous considérons la relation IDE-croissance dans une double perspective, afin de montrer l'existence d'un cercle vertueux.

Le livre conclut de manière générale qu'il est désuet de considérer les financements externes privés comme des promoteurs inconditionnels de la croissance économique.

En même temps force est de constater que les flux d'IDE se répartissent de façon inégale entre les pays de la zone qui se trouvaient pourtant dans des conditions semblables au départ. En étudiant les déterminants de leur localisation, on s'aperçoit que celle-ci dépend des conditions nécessaires préalables que les pays d'accueil devraient satisfaire (stabilités économique et institutionnelle, État de droit, libéralisme économique ... ), ainsi que des orientations stratégiques des investisseurs internationaux en quête de marchés ou de ressources. Les déterminants et les impacts des flux d'IDE sur l'économie réceptrice font l'objet d'une littérature empirique abondante qui aboutit souvent à des résultats divergents. Le travail mené dans cette thèse, après avoir cerné les typologies des déterminants et des impacts des IDE présents dans cette littérature, s'intéresse au cas particulier de la Roumanie à partir d'une enquête réalisée auprès des firmes françaises installées dans ce pays.

A series of spotlights examines such issues as private sector co-investment; the impacts of corridors on small enterprises and women; and issues with implementing cross-border corridors. The 'WEB' in the title stands for both the wider economic benefits (WEB) that transport corridors are expected to generate and the complex web of transport corridors that has been proposed. The appraisal methodology introduced in this book shows how the web of interconnected elements around corridors can be disentangled and the most promising corridor proposals—the ones with the greatest wider economic benefits—can be selected.

Book excerpt: Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.
