Book excerpt: La thèse a pour objectif de contribuer à l'étude des changements de la politique forestière française depuis le début des années 1990 à travers l'analyse des changements d'échelle de l'action publique. Elle s'appuie dans ce but sur un cadre théorique et analytique inspiré des travaux en sociologie politique et en institutionnalisme historique. La mise en problématique du rapport secteur - territoire conduit d'une part à s'interroger sur la reconfiguration du modèle de l'Etat forestier centré sur l'échelle nationale et d'autre part à émettre l'hypothèse de l'institutionnalisation de l'échelle infranationale. Le travail d'enquête qui a été réalisé, sur la base notamment d'une série d'entretiens menés en Aquitaine, permet d'aboutir à deux résultats principaux et à une conclusion générale. Tout d'abord, on peut faire le constat que le secteur forestier connaît actuellement une phase de mutation importante. Il est engagé dans un double processus d'écologisation qui se traduit par un renforcement de la tension entre logique de production de bois et logique de conservation de la ressource forestière et par une remise en question de l'efficacité des politiques du passé. Ensuite, et en dépit de la décentralisation, il apparaît que cette mutation s'accompagne d'un renforcement de la légitimité de l'échelle nationale de gouvernement au détriment de l'échelle infranationale. Dans ce contexte, le rôle des acteurs publics est ambigu. L'Etat alterne entre volontarisme politique et désengagement opérationnel alors que les conseils régionaux s'impliquent de plus en plus dans la mise en œuvre des politiques publiques forestières. Pour finir, nous considérons que cette situation ne correspond pas à une désectorisation de la forêt mais plutôt à une mise sous tension de la dimension territoriale de la politique sectorielle forestière. Une étude comparable sur la nature du gouvernement européen de la forêt permettrait ainsi d'approfondir l'analyse.

Book excerpt: In analysing the development and achievements of Polish forestry and forest industries over the last four decades, it is necessary to take into consideration the situation prevailing after the end of the Second World War, when these sectors of the national economy were starting their activities. First of all, it is necessary to consider the effects of the war such as: (a) the harvesting from the forests of the present Polish territory of 3 about 200 million m of merchantable wood, which is equal to the normal harvest over a l2-year period; (b) the destruction of over half the woodworking industrial potential. In consequence, the forested area inside the new Polish boundaries amounted 40 years ago only to 20.8 per cent of the whole area of the country. There has been a continuing process of increasing the forested area of the country (although at a diminishing rate). In 1986 the forest area amounted to 27.7 per cent of the land surface, that is to 8.7 million ha, an increase of over 2 million ha in 40 years. Intensive afforestation, performed regardless of the ownership category of the land by the State forest service, was aimed primarily at making good the losses in the forested area and the rational use of land not fit for agricultural purposes.

Participant à ce même objectif, cette thèse aborde l’analyse du processus de décision publique forestière afin d’examiner l’utilisation effective du concept de gestion durable des forêts, et plus particulièrement à travers un des principaux outils de celle ci : les critères et indicateurs (C&I). Ainsi, dans le domaine de la gestion durable des forêts et des politiques forestières, le pilier central de ce travail de recherche est constitué des sujets suivants: les aspects conceptuels associés à la gestion durable des forêts ; l’articulation des C&I avec un modèle de formulation de la politique forestière ; l’étude de cas portant sur les C&I et les politiques forestières dans le cadre des forêts de montagne. Le principal résultat obtenu correspond à l’identification d’un ensemble de C&I servant à caractériser, globalement, une politique forestière pour la gestion durable des forêts de montagne européennes.
