Dans le sillage de la stratégie de mobilité durable, la politique commune se voit inscrite dans des synergies politiques, créant un espace de cohésion économique, sociale et territoriale et de nouveaux droits pour les utilisateurs des transports. En transposant ce modèle à l'échelle globale du droit communautaire, on met en évidence une nouvelle conception encadrant les objectifs d'intérêt général, les promouvant en tant qu'objectifs communautaires et légitimant un marché intérieur amélioré. Cette dynamique fonctionnelle souligne globalement la refonte des structures de politique publique et du droit communautaire.

They also identify the groups that regional SSNs should make a priority: children and people living in rural and lagging areas.
