Cet ouvrage offre une vision à la fois complète et renouvelée de cette politique, qui est mise en perspective de ses origines à nos jours et dont les fondements juridiques ainsi que les principaux mécanismes sont exposés avec clarté et rigueur. L'auteur démontre ainsi que la PAC n'est plus strictement sectorielle : elle est devenue une politique présentant de nombreuses interférences avec les autres politiques de l'Union européenne. Son champ d'intervention s'est considérablement élargi, au point d'en faire une véritable" politique carrefour". Enfin, l'ouvrage aborde également la dimension externe de cette politique qui doit trouver une juste place dans les relations internationales de l'Union européenne, l'agriculture demeurant plus que jamais un sujet majeur sur le plan mondial.
