Book excerpt: During the 1990s Argentina was the only country in Latin America to combine radical economic reform and full democracy. In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. Besides examining the effects of institutional weakness, the book also uses the Argentine case to shed light on four other areas of current debate: tensions between radical economic reform and democracy; political parties and contemporary crises of representation; links between subnational and national politics; and the transformation of state-society relations in the post-corporatist era. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. But they share the assumption that three criteria need to be observed to achieve a better understanding of the state-democracy nexus. First, it is valuable to distinguish conceptually between different aspects of the state. Second, the potential relationships between democracy and these attributes of state should be carefully theorized. Third, the consequent propositions must be interrogated using comparative approaches. This book was originally published as a special issue of Democratization.

One avenue to success is the harnessing of foreign direct investment (FDI) in the “nontraditional” forms of the high-technology and service sectors, where an educated workforce is essential and the spillover effects to other sectors are potentially very beneficial. In this book, Roy Nelson compares efforts in three Latin American countries—Brazil, Chile, and Costa Rica—to attract nontraditional FDI and analyzes the reasons for their relative success or failure. As a further comparison, he uses the successes of FDI promotion in Ireland and Singapore to help refine the analysis. His study shows that two factors, in particular, are critical. First is the government’s autonomy from special interest groups, both domestic and foreign, arising from the level of political security enjoyed by government leaders. The second factor is the government’s ability to learn about prospective investors and the inducements that are most important to them—what he calls “transnational learning capacity.” Nelson draws lessons from his analysis for how governments might develop more effective strategies for attracting nontraditional FDI.

Spain's National Energy Plan (PEN) in particular illustrates a situation in which a critical policy issue permits direct comparison of decision-making across regime change, that being from the Franco dictatorship to the present liberal democracy. Energy policy in Spain is revealing not only because the Spanish state plays a central role in this fundamental economic area but also because the first PEN was caught up in the politics of the transition; it was written in 1977 but not approved by the Cortes until 1979, and its revision was published in early 1982. The most recent PEN was produced by the Socialist government. Lancaster's study reveals that the nature of the political coalition underlying the change of Spain's regime accounts for a lack of a significant difference in policy-making processes in this particular policy issue. The book develops a two-pronged argument to explain the absence of significant policy change. The first is based on a general view of the Franco regime's and the democratic system's coalitional support. In each, three major political forces are seen as central: the military, business, and labor. One of these, business, is seen as being pivotal in the regime transition, and that pivotal position, it is argued, has permitted a defense of a national energy policy beneficial to its economic interests in energy. The argument's second part focuses on binding constraints on the effects of policy which are imposed by private interests in state planning, and on the generally non-binding nature of oppositional party policy proposals and public opinion. In addition, this analysis discusses such agents of the policy process as interest group influence, political parties and their effect on agenda formation, choice of policy instruments, and the effects of bureaucratic structure on policy. Based on extensive field research and many interviews with government, party, labor, and business leaders, this work will be important reading for scholars and students interested in the political science, history, and sociology of contemporary Spain. It will also be of value to individuals interested in the economics and public policy of European countries.
