Against the Current: Privatization, Water Markets, and the State in Chile is the first empirical and interdisciplinary study of water markets in Chile, which is the leading international example of free market water policies. Against the Current: Privatization, Water Markets, and the State in Chile challenges the glowing reports given by neoliberals in Chile and the World Bank, showing that the results of this economic experiment have actually been rather mixed. Within the agricultural sector the Water Code has worked fairly well, although the market incentives to conserve water have been ineffective and water rights trading has been less active than expected. The Code's impact has been more negative at the level of river basins, where the institutional framework has revealed critical flaws in coordinating multiple water users and resolving conflicts. Against the Current: Privatization, Water Markets, and the State in Chile combines law, political economy, and geography to analyze the disadvantages, problems, and wider contexts of water markets. The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement.The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.

The Lower Rio Bravo (Rio Grande) Valley irrigation zone on the border with Texas in northern Tamaulipas, Mexico, was the centerpiece of the Cardenas government's effort to make cotton the basis of the national economy. This irrigation district, built and settled by Mexican Americans repatriated from Texas, was a central feature of Mexico's effort to control and use the waters of the international river for irrigated agriculture. Drawing on previously unexplored archival sources, Casey Walsh discusses the relations among various groups comprising the "social field" of cotton production in the borderlands. By describing the complex relationships among these groups, Walsh contributes to a clearer understanding of capitalism and the state, of transnational economic forces, of agricultural and water issues in the U.S.-Mexican borderlands, and of the environmental impacts of economic development. Building the Borderlands crosses a number of disciplinary, thematic, and regional frontiers, integrating perspectives and literature from the United States and Mexico, from anthropology and history, and from political, economic, and cultural studies.
