Book excerpt: Le principal intérêt de cette recherche quant à la place du droit du travail dans la stratégie des grands groupes industriels français est à la mesure de l'hypothèse de base qui sous-tend un travail de cette sorte. En effet, le point de départ d'une telle réflexion se situe dans la constatation que les importantes ressources financières, la position dominante tant antinationale qu'internationale ainsi que les fortes structures organisationnelles de ces groupes rendent possible et en même temps nécessaires pour eux de mettre en œuvre une politique de gestion du personnel plus élaborée que les autres entreprises d'un secteur similaire et du pays où ils déploient leurs activités. Tenant compte de cette spécificité se pose la question centrale suivante: "le droit du travail, dans son état actuel, constitue-t-il une contrainte pour le groupe ou ne constitue-t-il pas plutôt un outil ne servant au fond qu'à faciliter leur processus de restructuration?". L’objectif de recherche ainsi défini, l'approche méthodologique choisie accorde dans un premier temps une place relativement importante à l'analyse de la stratégie économique et financière des groupes examines. Cette analyse est indispensable à l'explication du pourquoi et du comment des changements des axes prioritaires des groupes en matière sociale. Dans un deuxième temps il s'est agi de confronter les objectifs des groupes en question en matière sociale avec les idées fortes qui ont inspiré les reformes du droit du travail depuis 1981 ainsi qu'elles sont concrètement exprimées dans les nouvelles dispositions du code du travail. De cette confrontation émerge l'ambiguïté fondamentale du droit du travail qui tout en offrant aux groupes une gamme très riche de moyens juridiques leur permettant de bien mener à terme leur processus de restructuration fait apparaitre de nouvelles possibilités d'intervention pour les salariés qui, bien utilisées par ces derniers, pourraient à terme contribuer à une remise en cause profonde de l'actuel équilibre des pouvoirs au sein de l'entreprise.

Permet-il de favoriser la mise en place d'une culture d'entreprise performante ? Quels leviers actionner pour faciliter les évolutions de la stratégie de l'entreprise et, le cas échéant, gérer l'échec de celle-ci ? Le présent ouvrage, à jour de la loi "travail" du 8 août 2016, démontre que le droit du travail peut constituer un actif stratégique de premier plan. Les liens entre le droit du travail et la stratégie y sont analysés de manière à retranscrire la dynamique en trois temps selon laquelle cette dernière se déploie au sein de l'entreprise : la réflexion, l'action et la réaction stratégiques. Un tel changement de paradigme, consistant à considérer cette discipline comme majeure sur le plan stratégique, offre des perspectives inédites aux entreprises.

Book excerpt: The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
