Book excerpt: The structural problems present in vocational education in France and reform efforts under way to solve them were studied. Eighteen experts from government, science, and industry were interviewed, and statistics and other relevant publications were analyzed. The development of the French initial training system was outlined, and trends in demography, education, and employment as a platform for vocational training reform in France in the 1980s were examined. The educational policy debate on reform of the vocational education system and related state measures to improve the levels of general and vocational education, reduce the number of school dropouts, and increase the number of vocational baccalaureate holders were outlined along with efforts to restructure vocational education certificates and transitions within the education system. Efforts to strengthen the links between the vocational secondary schools and industry, upgrade industrial apprentice training, help integrate youth into working life, and develop new forms of state intervention within the vocational training system were examined. The analysis indicated that, despite their apparent convergence in recent years, the differences between the French and German vocational education systems are too great to permit successful assimilation of the German model in France in the foreseeable future. Each entry contains information on author, type of publication, title, publisher, city of publication, date, number of pages, index terms (key words), and an abstract. Book excerpt: Le 7 avril 2004, l’Assemblée nationale adoptait par 339 voix « pour » et 163 voix « contre » le projet de loi relatif à la formation professionnelle tout au long de la vie. La rénovation d’un système vieux de plus de trente ans était devenue indispensable au regard des nouvelles contraintes économiques. En effet, les mutations technologiques et organisationnelles actuelles, la concurrence toujours plus accrue, ont relégué l’idée originelle d’éducation permanente au rang de vieux concept inadapté. Les instances européennes, en promouvant l’idée de formation tout au long de la vie, ont fait la lumière sur les nouveaux enjeux de la formation désormais au centre des politiques de l’emploi. Les pays membres, dont la France, ont décliné la notion au niveau interne, en mettant l’accent sur la sauvegarde de l’employabilité devenue une urgence économique. De fait, et même si en apparence, la loi du 4 mai 2004 ne constitue pas une remise en cause globale du droit de la formation, un bouleversement des équilibres du système est entrain de s’opérer. En effet, l’un des grands principes qui sous-tendaient le système originel, à savoir l’opposition entre plan de formation et droits individuels des salariés, est en passe d’être balayé pour céder la place à la notion de co-responsabilité face à la formation. Cette dernière se contractualise de plus en plus, consacrant l’idée de co-investissement, en germe depuis une quinzaine d’années. De même, une logique de parcours de formation est devenue indispensable afin de prémunir les salariés contre les ruptures de carrières. L’objectif est aujourd’hui partagé par tous, il s’agit de la sauvegarde de l’employabilité. Mais pour l’atteindre, encore faut-il que tous les acteurs soient plus sensibilisés par cette question, qu’ils se saisissent utilement des moyens mis à leur disposition par la loi. Car le véritable pari de la réforme est bien de responsabiliser les salariés, les employeurs, mais surtout les partenaires sociaux dont le rôle, réaffirmé, consiste à décliner et à améliorer le dispositif.

Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States—a domestic problem that required the coordination of disparate agencies and stakeholders.
