Ce débat est un principe de la politique de la ville qui connaît aujourd'hui des questionnements fondamentaux sur la mobilisation et l'implication des habitants dans les projets. Malgré la multiplication et l'institutionnalisation de procédures participatives qui permettent aux habitants de s'exprimer et de s'engager plus facilement et plus librement dans les processus de décision publique, il est encore difficile de faire de la participation avec tous ces outils à l'heure actuelle. La loi du 21 février 2014 de programmation pour la ville et la cohésion urbaine, dite loi Lamy, prévoit une co-construction de la politique de la ville pour renforcer le pouvoir d'agir des habitants dans les quartiers prioritaires de la politique de la ville. Une des conditions fondamentales à prendre en compte est que chaque territoire à sa propre réalité. C'est pourquoi les textes de lois de la politique de la ville sont plutôt souples au niveau de leur cadre législatif, permettant alors aux questions éthiques et morales de prendre place dans chaque situation.

Deux analyses s’affrontent, en théorie comme en pratique, sur la participation des habitants aux politiques de la ville. La première pointe les dérives de « l’injonction participative », cette demande unilatérale et méprisante faite aux pauvres de se comporter en citoyens, sans leur donner la possibilité de débattre sur le fonctionnement des institutions. La seconde voit au contraire dans la participation un levier pour leur émancipation sociale et politique et l’amélioration de l’action publique. Le croisement de plusieurs perspectives d’analyse et terrains d’enquête permet de dépasser cette vision binaire et de rendre compte de la manière dont les problèmes sociaux, économiques et urbains sont débattus dans l’espace public. L’ethnographie de la participation aide à mieux comprendre la manière dont les habitants prennent part, ou non, à la définition et à l’évaluation des politiques publiques qui les concernent. Cet ouvrage montre que l’apathie des habitants des quartiers d’habitat social n’est qu’apparente ou plutôt qu’elle se développe dans des contextes d’interaction particuliers. Sous certaines conditions, au contraire, de nouvelles formes de contre-pouvoir, engendrées par l’activité délibérative des « artisans de la participation », émergent dans les milieux populaires. La seconde partie analyse les obstacles et leviers de la constitution du public dans les quartiers d'habitat social. L'étude ethnographique des relations entre habitants et pouvoirs publics montre d'abord comment l'absence de confrontation démocratique généère du soupçon et de la résignation. L'analyse d'expériences de "publics intermédiaires" animées par des consultants militants de la démocratie participative éclaire ensuite les facteurs favorisant l'association des habitants à la définition des politiques publiques.

Book excerpt: En cette période marquée par la signature des Contrats de ville, nouveau dispositif phare de la politique de la ville française, le thème de la participation des habitants des quartiers populaires revient sur le devant de la scène, dans un contexte marqué par une crise du système démocratique, et par un constat d'impuissance et d'inefficacité de la politique de la ville, depuis ses prémices il y a presque quarante ans. Si la participation des habitants est reconnue de manière quasi unanime comme bénéfique et indispensable aux projets dans les quartiers populaires, celle-ci s'est dans la plupart des cas résumée à des dispositifs d'information, de consultation, voire de concertation. Plusieurs exemples à l'international, avec notamment le concept de l'empowerment, la méthode du community organizing, et le recours aux budgets participatifs, laissent néanmoins entrevoir des opportunités d'évolution intéressantes pour la participation des habitants en France. L'exemple strasbourgeois est intéressant car depuis 2008, l'accent a été mis sur la démocratie participative et l'association des habitants, notamment dans le cadre du Programme National de Rénovation Urbaine (PNRU). Dans ce contexte, la stratégie participative menée sur les quartiers strasbourgeois de Hautepierre et de Cronenbourg dans le cadre de l'élaboration du Contrat de ville et du Nouveau Programme National de Renouvellement Urbain (NPNRU) entre avril et juillet dernier a permis de tirer plusieurs enseignements en vue de la future association des habitants dans la mise en oeuvre des Contrats de ville, avec un objectif revendiqué de co-élaboration des projets. Ainsi, plusieurs préconisations peuvent être émises, concernant notamment la gouvernance de la politique de la ville et les possibilités pour développer le “pouvoir d'agir” des habitants, afin de leur donner la place qu'il mérite dans les processus de projets et de reconnaître leur qualité d'expert d'usages au sein de ces quartiers.
