Après avoir posé le cadre normatif du débat sur la démocratie participative, cette thèse se penche sur le rôle de la participation de la société civile dans le domaine de l’aménagement urbain à New York. Une analyse historique des politiques locales d’aménagement introduit l’étude de trois projets élaborés dans années 2000 : la reconstruction du World Trade Center et deux projets de stades et de nouveaux quartiers, Hudson Yards et Atlantic Yards. La thèse démontre que les mobilisations d’habitants jouent un rôle crucial mais insuffisant pour compenser l’influence excessive des grands promoteurs. Elle conclut que les progrès de la démocratie participative ont été mesurés à New York depuis les années 1950 mais que le dynamisme de la société civile recèle un fort potentiel pour améliorer le système politique.

Book excerpt: This book is about the "public realm," defined as a particular kind of social territory that is found almost exclusively in large settlements. This particular form of social-psychological space comes into being whenever a piece of actual physical space is dominated by relationships between and among persons who are strangers to one another, as often occurs in urban bars, buses, plazas, parks, coffee houses, streets, and so forth. More specifically, the book is about the social life that occurs in such social-psychological spaces (the normative patterns and principles that shape it, the relationships that characterize it, the aesthetic and interactional pleasures that enliven it) and the forces (anti-urbanism, privatism, post-war planning and architecture) that threaten it. The data upon which the book's analysis is based are diverse: direct observation; interviews; contemporary photographs, historic etchings, prints and photographs, and historical maps; histories of specific urban public spaces or spatial types; and the relevant scholarly literature from sociology, environmental psychology, geography, history, anthropology, and architecture and urban planning and design. Its central argument is that while the existing body of accomplished work in the social sciences can be reinterpreted to make it relevant to an understanding of the public realm, this quintessential feature of city life deserves much more u it deserves to be the object of direct scholarly interest in its own right. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

These signify a place's authenticity, in contrast to the bland standardization of the suburbs and exurbs. But as Sharon Zukin shows in Naked City, the rapid and pervasive demand for authenticity--evident in escalating real estate prices, expensive stores, and closely monitored urban streetscapes--has helped drive out the very people who first lent a neighborhood its authentic aura: immigrants, the working class, and artists. Zukin traces this economic and social evolution in six archetypal New York areas--Williamsburg, Harlem, the East Village, Union Square, Red Hook, and the city's community gardens--and travels to both the city's first IKEA store and the World Trade Center site. She shows that for followers of Jane Jacobs, this transformation is a perversion of what was supposed to happen. Indeed, Naked City is a sobering update of Jacobs' legendary 1961 book, The Death and Life of Great American Cities. Like Jacobs, Zukin looks at what gives neighborhoods a sense of place, but argues that over time, the emphasis on neighborhood distinctiveness has become a tool of economic elites to drive up real estate values and effectively force out the neighborhood "characters" that Jacobs so evocatively idealized.
