En incorporant les Hongrois de Transylvanie au nouvel état roumain, le traité de Trianon a donné naissance à l'une des minorités nationales les plus importantes d'Europe. Or, selon le principe marxiste-léniniste, les intérêts de la classe priment sur ceux de la nation. Cependant, l'importance croissante du facteur national au sein de la politique officielle roumaine depuis la fin des années cinquante a conduit à une véritable romanisation de la société ; le régime "national-communiste" de Ceausescu a considéré les Hongrois comme un danger pour l'unité et l'intégrité de la nation, or, Hongrois et Roumains ont attribué à la Transylvanie un rôle mythique. Le contentieux hungaro-roumain affecte ainsi les relations entre les deux pays. Et, après l'annonce du plan de systématisation de Ceausescu, les autorités hongroises ont décidé d'internationaliser le sort de la minorité magyare. La question transylvaine pose à nouveau le problème de la protection des droits des minorités nationales. Toute possibilité d'entente doit alors être exploitée, car les problèmes territoriaux laissés en suspens constituent une source de dangers majeurs pour la paix et la sécurité du monde.
