Book excerpt: Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. Popkin in Marsh's Library on July 7-8, 1994. It was one of the most stimulating events held in the Library in recent years. Although we have hosted many special seminars on such subjects as rare books, the Huguenots, and Irish church history, this was the first time that a seminar was held which was specifically related to the books in our own collection. It seems surprising that this type of seminar has never been held before although the reason is obvious. Since there is no printed catalogue of the Library scholars are not aware of its contents. In fact the collection of books by late seventeenth and early eighteenth century European authors on, for example, such subjects as biblical criticism, political and religious controversy, is one of the richest parts of the Library's collections. Some years ago we were informed that of the 25,000 books in Marsh's at least 5,000 English books or books printed in England were printed between 1640 and 1700.

The earliest reference to the Order in France is in a fragment preserved in the Bibliotheque de l'Arsenal called, La regle et vie de Frere Franfois, pauvre et humble hermite de Paule, laquelle donne a tous ses 2 freres voulant entrer et vivre en son ordre. The dating of this manuscript should be accepted with considerable reserve; it bears a clearly legible "1474," although it seems most unlikely that any reference to an Order occurred before the Bull of 1493 or that any Rule appeared in French before the Founder's visit to Louis XI in 1483. 3 The fame of Francis and his reputation as a "guerisseur" had reached the French court where Louis XI was sick and dying; the King summoned him to the chateau of Le Plessis-Ies-Tours, but it required the intervention of the Pope to make the hermit undertake the journey

He enjoyed a meteoric rise from Toulouse and Bordeaux to Paris and, despite his non-conformist tendencies, he escaped the guillotine. In fact, the revolutionaries acknowledged his position and during the Terror of 1794, they made him the director of the first school for the deaf. Later, he became a member of the first Ecole Normale, the National Institute, and the Académie Française. This is the first book-length biography of Sicard published in any language since 1873, despite Sicard’s international renown.
